Situation in Myanmar  Madam Speaker, Canada has done a lot this year. To date in 2017, we have announced $9.18 million in humanitarian assistance, including $2.55 million on September 15 to help address the humanitarian crisis in Myanmar, northern Rakhine State, and its impact on Bangladesh. Canada has done a lot, but more needs to be done.

St. Andrew's Presbyterian Church  Mr. Speaker, I would like to recognize St. Andrew's Presbyterian Church in my riding of Scarborough Centre, which recently celebrated its 199th anniversary. This is a big year, as Canada celebrates its 150th birthday. It is quite something to think that this church predates Confederation by 49 years.

Philippine Independence Day  Mr. Speaker, I rise in the House today to recognize the Philippines' Independence Day, which commemorates the 1898 declaration of independence by the Philippines after 300 years of Spanish rule. It is a day to celebrate and recognize the contributions that Filipinos are making around the world.

Cannabis Act  Madam Speaker, the status quo is not working. Through Bill C-45, our government would restrict access by youth and put in place strict safeguards to protect youth from being encouraged to use cannabis. It would create new offences for adults who either sell to or urge youth to commit cannabis-related offences.

Cannabis Act  Madam Speaker, the status quo is not working. I am the mother of two teenagers, a 19-year-old and a 17-year-old, and I hear how easy it is for youth right now to access cannabis. It is easier for youth to access cannabis than tobacco or alcohol. With legalization, it would be controlled, and it would be difficult for youth to have access to cannabis.

Immigration, Refugees and Citizenship  Mr. Speaker, during the Standing Committee on Citizenship and Immigration's study of family reunification, we heard from many witnesses that the two-year conditional permanent residence for sponsored spouses is a serious problem. It is leaving spouses, particularly women, to stay in abusive relationships for fear of jeopardizing their immigration status and they are afraid to report the abuse to authorities.

Ramadan  Mr. Speaker, Ramadan is a blessed and revered month for Muslims all over the world. The word sawm, or fasting, is one of the five major pillars of Islam. Fasting is not just abstaining from eating and drinking from dusk to dawn. It teaches a person the principles of compassion and it indoctrinates patience and selflessness, as through fasting we feel the pains of deprivation but endure them patiently.

Petitions  Mr. Speaker, I rise today to present petition e-761, which has been signed by more than 2,000 Canadians across Canada. Many of them are my constituents from the riding of Scarborough Centre. These citizens and the residents of Canada call upon the Government of Canada to do all that is in its power to help the Rohingya Muslim community, including to put pressure on the government of Myanmar to fulfill its moral and legal obligation to ensure the safety of its Rohingya Muslim minority; to pressure the government of Myanmar to allow humanitarian assistance and international NGOs to reach Rakhine State and those Rohingyas in camps for internally displaced persons; to arrange for a visit to Rakhine from the Canadian ambassador to Myanmar to view the situation first hand and report back to the government; to provide increased assistance and support for those countries that are housing Rohingya refugees as well as for Rohingyas in camps for internally displaced persons; and to support the commission led by the former UN secretary-general Kofi Annan studying the situation in the Rakhine state.

Budget Implementation Act, 2017, No. 1  Madam Speaker, housing is a pressing issue in my riding of Scarborough Centre. Affordable housing is increasingly limited and in poor shape. It is our job to make sure we do not pass this infrastructure debt on to our future generations. Could the hon. member tell me how budget 2017 will help to resolve this issue?

Budget Implementation Act, 2017, No. 1  Madam Speaker, budget 2017 does make long-term commitments. This is by design. We have heard loud and clear from provinces, municipalities, community organizations, and stakeholders that they need long-term stable and predictable commitments from the federal government to help them plan and leverage federal investments with their own funding to tackle the many pressing issues Canada is facing that are too complicated and long term to solve in one budget.
