Health  Mr. Speaker, the deputy minister is proving that the government is well aware that, despite the deficit from the pandemic, Canada's debt-to-GDP ratio is the lowest in the G7 while Quebec and the provinces are going in debt because of skyrocketing health costs. The Parliamentary Budget Officer already confirmed it; the Conference Board as well, as did the Council of the Federation and the National Assembly of Quebec.

We learned that, after the Parti Québécois was elected in 1976, Mr. Trudeau talked about a diplomatic and industrial strategy to undermine Quebec's economy.

Ottawa is abandoning our aerospace sector, since Canada is the only major country without a strategic policy for this sector. It is abandoning Davie and our shipbuilding expertise.

Federal-Provincial Relations  Mr. Speaker, in 2000, the current U.S. President, Joe Biden, remarked that Canada's foreign policy was limited to a single issue, namely fighting Quebec, in his words. Now, documents declassified by the U.S. State Department prove he was right. After the Parti Québécois was elected in 1976, then prime minister Pierre Elliott Trudeau spoke to Washington about his plans to sabotage Quebec's economy in order to undermine René Lévesque's government.

Business of Supply  Madam Speaker, perhaps my colleague knows something we do not. If the minister is actually aware of what is going on in China, he should have said so. In his speech he was very careful not to acknowledge that he is aware of what is happening in China. If I am to believe my colleague and the minister is aware of what is going on, it is even more unacceptable that he refuses to call it a genocide.

I would also like to congratulate him today for the leadership he has shown on this file at the Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development and also for spearheading an open letter entitled “The Games of Shame”, which was published a few days ago in certain media across Canada.

Yvon Major  Mr. Speaker, we were sad and shocked to learn that a great citizen of Sainte-Julie, Yvon Major, passed away during the night of January 18. He was mayor of Sainte-Julie for more than 10 years. Mr. Major began his career in municipal politics as a councillor in 1984 and became mayor in October 1993, an office he held until 2005.

Federal-Provincial Fiscal Arrangements Act  Mr. Speaker, I can tell by his applause that my colleague from Joliette is enthusiastic, which stands to reason because he is the author of the excellent Bill C‑224. I heard my NDP colleague say some things are missing from the bill, so I am counting on all my colleagues to collaborate in an effort to improve this bill and make sure it covers everything it needs to.

I know that he is very interested in what is happening in Sainte‑Julie, which I mentioned in my speech. I also understand his concern about health transfers, which the government has not increased, despite the fact that we are right in the middle of a health crisis that requires major investments in health care.

What I am saying, simply put, is that it is too little, too late. As I said earlier, we have seen the limits of our health system, limits that exist in large part because, over the past few years, the federal government has gradually but steadily cut back its health care contribution.

Business of Supply  Mr. Speaker, I thank my colleague from Drummond for his excellent question. He is completely right. The Leader of the Government in the House of Commons keeps saying that the Bloc Québécois wants to pick a fight. It was not the Bloc Québécois who said today that federal standards were completely unacceptable, it was the Premier of Quebec.
