Canada's Contribution to the Effort to Combat ISIL  Mr. Speaker, the plan's aim is to be sure that Canada's contribution will be optimal in the coalition of 65 countries. Air strikes are also the Canadian way. Our pilots are great Canadians. We have great support for them. However, Canada's priority should be looking at the needs of the coalition.

First, success means that the coalition manages to eradicate this so-called Islamic State and stabilize the region enough so that this group does not rise from its ashes. That is what success means.

Canada's Contribution to the Effort to Combat ISIL  Mr. Speaker, on February 8, the Prime Minister set out the plan for how Canada will be more effective in the fight against this despicable terrorist group ISIL, the so-called Islamic state. In doing so, the Prime Minister made the most difficult decision any leader or any government must make: the decision to put some of our fellow citizens in harm's way.

Canada's Contribution to the Effort to Combat ISIL  Mr. Speaker, I would like to suggest another response to the Leader of the Opposition, a much better response to the excellent question put forward by the member for Regina—Qu'Appelle. If all heads of government had the same attitude as our Prime Minister, the fight against this horrible terrorist group would be even more effective.

Foreign Affairs  Mr. Speaker, the government has very stringent criteria for determining whom it will provide humanitarian aid to and with which groups it will work. We control every aspect from A to Z. We ensure that the help is clearly provided. We will do so in every case, including the one our colleague just mentioned.

Foreign Affairs  Mr. Speaker, first, we ask the whole world to recognize Israel. Second, there is no way that we will have normal relations with Iran. What we are saying, though, is that we will have relations with Iran, and especially when it is time to speak for Israel.

National Defence  Mr. Speaker, I think my colleague would agree that the vast majority of experts acknowledge that there is no shortage of air strike capabilities among the coalition. However, our allies have always maintained that there is an urgent need for training for local fighters. We are tripling the training for local fighters.

Second, we want to protect as much as possible the freedom of religion everywhere in the world, and we want to do so in an optimal way. We are looking at our options.

Foreign Affairs  Mr. Speaker, it is a very serious situation. We are horrified by it. We have communicated how much we disagree with the situation of Mr. Garrett and his wife to the Chinese authorities. We will continue to do so. It is something that this government does not accept at all.

Foreign Affairs  Mr. Speaker, several people have already asked that question. I will answer it again, but my answer will be the same. Of course we must protect religious freedom, and that is what we are going to do. Our goal is to improve on the work that was done, not repudiate it. We believe that rights are never defended as well as when we defend them together in an integrated, united, and interdependent way.

National Defence  Mr. Speaker, I would love to talk to my colleague about the plan once it is made public. As Canadians, we will be proud of our country's role in bravely combatting terrorism, with a plan that will be integrated and will bring together all the elements needed to be successful. It will involve the Minister of National Defence, the Minister of International Development, the Prime Minister, and myself, since I will try to do my part.

He has proven that in the past and he will again. It was an honour for me to work with him and the Minister of International Development and La Francophonie on this plan.

Foreign Affairs  Mr. Speaker, there is a lot of speculation here and there about what the plan will be. The plan will be there to fight the terrorist group. The plan will be there to support our allies, including Israel. The plan will be there to support all of these populations in the fight against terrorism that count on Canada and our allies.

That is what he is going to get. He will be impressed and so will Canadians. Perhaps he will not admit it for political reasons, but he will be secretly impressed.

Foreign Affairs  Mr. Speaker, the plan will be released in due course. In the meantime, it is important to see that this plan will be comprehensive. It will be integrated. It will be sustained. It will be a plan that will bring together all the Canadian Forces military, humanitarian, and diplomatic missions.
