Ethics  Mr. Speaker, my view from the outset has been clear. Expenses must be appropriate and if there are inappropriate expenses claimed by a senator or a member, then they must be reimbursed to the taxpayers. I made this view known to my caucus and obviously to my staff.

Ethics  Mr. Speaker, the Conservative Party has been clear that it pays its own campaign expenses. In fact, those were reported. When we became aware that Mr. Duffy had possibly in effect double billed, that is why the Senate has now referred the matter to other authorities.

Ethics  Wright's position is that taxpayers must be reimbursed for any inappropriate expenses. His position is clear. He is prepared to explain that position to the authorities. The Leader of the Government in the Senate has asked the Auditor General to conduct an audit of all Senate expenses to ensure value for taxpayers.

Ethics  Mr. Speaker, I have been very clear. I learned of this matter on May 15, and of course I immediately made this information public. The real question is why the leader of the NDP, on November 16, 2010, said that he knew nothing about the activities of the mayor of Laval, which are now before the Charbonneau commission, when in fact he had known for 14 years.

Ethics  Mr. Speaker, Mr. Wright has been clear that his motive was he wanted to see the taxpayers recompensed for expenses that we all believed were inappropriate. It is important that those expenses be recovered. It is also important that all the people who have been involved in this be subject to the appropriate investigations and held accountable.

Ethics  Duffy has received no money from the Prime Minister's Office, nor from the taxpayers of Canada. Mr. Wright has been very clear that Mr. Wright gave this money to Mr. Duffy out of his own personal resources, and to my knowledge, there is no legal agreement between the two of them.

Ethics  As a matter of fact, Mr. Speaker, no, I did not, but it is very clear the Senate committee itself has answered those questions. It is the author of its own report. That report mirrors the recommendations of an independent audit conducted on behalf of the Senate; and the government, as a matter of fact, agrees with the recommendations in those reports, which are that the expenses in question are inappropriate and amounts such as that must be repaid to the taxpayers of Canada.

Ethics  Speaker, external auditors and experts examined all these expenditures and said that the rules were not clear. However, the Senate decided that it expects better judgment from certain senators and that all of the money in question will be repaid to the government.

Ethics  He looked obviously at the expenses of three particular senators who have had some difficulty. The auditor has concluded that the rules in place were not clear, however, the Senate itself has decided it expects better judgment from the senators. Senator Duffy some months ago repaid the money and the Senate has decided that other senators will be expected to similarly repay those amounts.
