Canadian Heritage committee  They can be useful in all our areas of operations, because essentially, as the chairman indicated in his opening remarks, we have three methods, some of which are very light and some of which are far too heavy, depending on the situation. We can certainly use it, hopefully as a deterrent; just the basic issue of an administrative monetary penalty existing can serve as a deterrent, as with our others.

Essentially, if we do receive a complaint--let's say it's a complaints-based process--where someone is offside on a particular subject, you're in the middle of a licence term. The licence term is seven years.

The code contains indications specifically regarding children's programming, and about eight factors are taken into consideration. Our staff views the film and ensures that it complies with the regulatory components, which include those eight factors.

Canadian Heritage committee  I think the broadcasters continue. There are a few efforts that have been put in place. I think the 80-10-10 may be a little bit beyond our memory. What is occurring right now is certainly through the voluntary system. It's one of the great things about the voluntary system. Broadcasters, which are in the business of getting messages out, do publicize the various efforts that are put in place, be it the existence of the CBSC or the existence of a complaint mechanism.

Canadian Heritage committee  Yes. The majority of private broadcasters are members of the CBSC, but there are a minority that are not. The complaints for those broadcasters come directly to the CRTC, and we follow through in applying the CAB's code with those broadcasters.

According to our statistics—and these are both complaints that come to the CRTC and those that are referred to the CBSC—for the last full year that we have a formal report published, we have about 125 complaints on the issue of violence, and our statistics for this year are tracking about the same.
