Agriculture committee  Minister, I'm glad you said that we should take a second look at these programs and maybe help make sure they serve better. Your government right now is forcing a moisture map on the provinces that does not cover nearly the number of ranchers who should be covered. If you are now saying you're willing to review these programs, are you willing to commit to working with the provinces to ensure they use an accurate moisture map and that all ranchers who suffered the drought and are eligible for assistance receive the assistance they need through AgriRecovery?

Agriculture committee  Something tells me you're going to, though.

Agriculture committee  Minister, if you're saying that the programs should come from the ground up, every single rancher in western Canada, including the premiers, disagrees with the map that your government has provided them. The agriculture ministers in those provinces are saying you're forcing a map on them that is completely inaccurate, but you're saying that this should come from the ground up.

Agriculture committee  If you wouldn't mind, with my last couple of seconds here, would you table the document with this committee that shows that 97% of carbon taxes are exempt on farm? I'd love to see that data.

Agriculture committee  Thanks, Chair. Thanks, Minister. Minister, one of your first orders of business when you were reappointed to this file was to cut AgriRecovery by 33% for western Canadian provinces. AgriRecovery is supposed to be demand-driven. Why was the decision made to cut this important financial relief to western Canadian ranchers?

Agriculture committee  It's my time, Minister. You did cut AgriRecovery by 33%. You say it's a vitally important program, but you did cut that program by 33%, which was important for ranchers, as you admit. The provinces—Saskatchewan and Alberta specifically—put in their request for AgriRecovery funding in July, and normally that announcement would come out in September.

Agriculture committee  Thanks very much, Mr. Carr. Thanks to our witnesses. We're going to have a bit of committee business. Before I go to that, I just want to ask Mr. Livingston one question. I learned a lot about the importance of your business here today. You're a keystone in the supply chain in the livestock industry.

Agriculture committee  Since these changes came into force in January, especially now with the fall calf run and winter hitting the roads today, have you had some circumstances when you've had overcapacity or trucks lined up that were unable to access the barn?

Agriculture committee  That does not sound like a day that I would like to experience. Thanks very much, Mr. Livingston and Mr. Greidanus. Colleagues, we will now go in camera for a couple of minutes to address a couple of issues that have arisen. We will suspend very briefly and try to get this done as quickly as we can.

Agriculture committee  Thank you very much, Mr. Shields. Now, Mr. Carr, you can wrap us up for four minutes, please.

Agriculture committee  I'm sorry, Mr. Greidanus. Go ahead. We have 15 seconds, so we'll maybe have a quick response from each.

Agriculture committee  Thanks, Mr. Greidanus. Colleagues, looking at the clock here, we have a little bit of committee business to deal with before we adjourn at a quarter after, so that gives us just over five minutes here. We have the Conservatives and the Liberals with their next round. We'll go four minutes each, and that should give us the little bit of time.
