The Environment  Mr. Speaker, Petro-Canada has announced that it will be shutting down the refinery in Oakville by 2004, importing 45,000 barrels of oil per day from Europe and elsewhere to supply its gas stations in Ontario, possibly via Canada Steamship Lines. Let us hope it does not dump it into the ocean again.

Supply  Madam Speaker, I would like the member's thoughts on the fact that we are moving toward election finance reform based upon proportional representation but at the same time some members on the government side do not want to move toward proportional representation for members in the House.

Supply  Mr. Speaker, I want to start off my comments by reminding the hon. member that it was the so-called, minor or fringe parties that brought in medicare, social security and pensions for the citizens of our country. There is a role for minor parties to play in democracy. The mere fact that he is trying to rout them out is not a surprise.

Supply  Madam Speaker, that was a great presentation which outlined not only what is happening in our country but also what is happening across the planet. We know many things are changing in our society now, not just the issues around our community, being the local things we do, but also in our economic development and social policy.

Supply  Mr. Speaker, I would like to go back to an issue that I think is very important and that is political financing, where we are using proportional representation to determine the finances of the member's party. How does the member reconcile this direct conflict? The Liberal Party is going to receive financial contributions from the taxpayers based upon the percentage of vote that they received in the election.

Supply  Mr. Speaker, this is an important topic we are discussing today because many Canadians have become concerned about democracy in terms of the value of their input as well as its future. We have seen the fact that young people often do not participate because they do not feel they have a voice.

Criminal Code  Mr. Speaker, I was pleased to see that the government took action on Navistar. It took the serious injury of a person and the community fighting the fact that security was bringing American strikebreakers into our community. We had to protest to ensure that members of the community were heard.

Criminal Code  Mr. Speaker, on May 26 I asked a question relating to the auto industry. We have seen the vanishing opportunities of actual auto plants. I am talking about new plants, greenfield developments that have not always come to this country, especially competing with the United States.

Criminal Code  Mr. Speaker, it is a pleasure to speak in the House today to Bill C-46, an act to amend the Criminal Code (capital markets fraud and evidence-gathering). It is tempting to go down the road, as several speakers have, about the government and its practices versus what it is trying to accomplish in the bill, but I will not do that.

Criminal Code  Mr. Speaker, one of the interesting parts is the creation in this bill of a new public service. We have seen over the last 10 years an orgy of cleansing of all public services, ensuring that those features or structures are eliminated from the actual governing structures that we have.

Criminal Code  Mr. Speaker, it is a pleasure to speak to Bill C-46. I have concerns about whether it will get through the House business and provide the confidence which is so required. Nevertheless hopefully that will happen. I would like to ask the hon. member specifically about the commitment to have prison time set forth.

An Act to Amend the Criminal Code (Cruelty to Animals)  Mr. Speaker, how does the hon. member for Regina—Qu'Appelle feel his upcoming private member's motion would add to the issues that we have in this particular circumstance? We have the fact that the Senate has sent back an amendment and he has quite eloquently detailed the problems about that in a democracy.

Korean War  Mr. Speaker, yesterday both Canadian and Korean war veterans received long overdue recognition of their sacrifice for democracy and freedom. My colleague from Windsor--St. Clair and I joined with Canadians and Koreans to pay tribute to our heroes with the dedication of the sculpture Monument to Canadian Fallen.

Public Safety Act, 2002  Mr. Speaker, it is my pleasure to join in today's debate regarding Bill C-17. I want to point out that it basically is a reincarnation in many respects of Bill C-42 and Bill C-55, which brings me to my starting comments. We all know what has happened since September 11. It changed not only the way we do things in terms of our day to day duties, but it also changed the long term, pragmatic policy decisions that impact not only on our country but on the world.
