Foreign Affairs committee  That's helpful. From my understanding, for a state like Latvia or another member state of the EU to actually have an organization listed as a terror organization, it's done at the instance of the European Union, at which point the member states then implement the application of a group and the ramifications of its being a terror entity within their jurisdictions.

Foreign Affairs committee  We spoke a bit about America, what it has done and how it has listed Wagner as a transnational criminal organization. It is, in my understanding, similar to what America does for Mexican cartels. It's an in-between space between what we have in the Criminal Code subsection 83.05(1) and sanctions, let's say.

Art Cave Exhibition  Mr. Speaker, this past weekend, I visited the “Art Cave” exhibition presented by the Mixed Media for the Neurodiverse class at the Dollard Centre for the Arts. This class is taught by Keyiana every Sunday for eight weeks at the civic centre, which is an important meeting space for neurodiverse young adults.

Foreign Affairs committee  I think that's helpful. You said something about third states and arms suppliers. Can you, in 20 to 30 seconds, talk about that?

Foreign Affairs committee  Thank you. That is helpful. We are looking at doing at a cut-out for humanitarian relief within Afghanistan and other places to speak to what you're saying, and that's I think helpful what you just shared. I want to shift gears for a moment and go to Mr. Gallagher. If you can speak about what you were saying with respect to Canadian border controls, you were suggesting a study on that.

Foreign Affairs committee  I'd like the thank the witnesses for being here today and for helping us to make our sanctions regime better. We know that we have three main sanctions regimes or instruments that work together around sanctions: one, we have UN sanctions that we apply here, which can include multilateral sanctions; two, we have SEMA, which has existed for a while, on special economic measures; and, layered on top of that, not wholly but in part, are the Magnitsky sanctions, which say that SEMA should be applied not only with respect to economic measures but to having a human rights lens when applying it.

Climate Change  Mr. Speaker, Standing Committee on Foreign Affairs and International Development members hear that NATO plays a key role in peacekeeping and security on both sides of the Atlantic. Canada is currently in charge of setting up the NATO climate change and security centre of excellence in Montreal.

Foreign Affairs committee  Thank you. As a follow-up to that, I guess you have answered how you'll look to include diverse groups into future governments. Do you have any further comments on that particular point of how to include groups into a future government, including the Rohingya?

Foreign Affairs committee  Thank you to the witnesses for being here. Mr. Kyaw, I'll ask you most of my questions. I know that you are the spokesperson for the national unity government, in exile, for Myanmar and that you are responding to the military junta in Myanmar. I think that's important, what we're hearing from you—that response.

Foreign Affairs committee  We've heard that one shipment that originated from the Uyghur region was stopped, but was later permitted to enter. This, I know, is not specific to our testimony. I hope to hear what areas of improvement you have for us. I'm sorry. I used up all my time, but maybe in your other answers you could share what areas of improvement you have for us.

Foreign Affairs committee  The reason I am asking this panel is that we learned that Global Affairs chooses who is on the sanctions list, but I believe you are responsible for the enforcement of it. Am I correct?

Foreign Affairs committee  Thank you. I'm looking at the list right now of the four individuals and one entity. The entity in question, in the Uyghur region, was the Xinjiang Production and Construction Corps Public Security Bureau. This entity is involved in construction. It is on our sanctions list. I'm curious to know if there is a dive being done in terms of Canadian companies that may have relationships.

Foreign Affairs committee  Thank you all for being here today. I know it's a large panel. I'd like to pick up on a brief line of questioning I had in the previous panel. Canada announced that four individuals and one entity are on the sanctions list because of grave and serious crimes that are being committed against the Uyghur people in China.

Foreign Affairs committee  Thank you for being here today. To pick up on the first question of Ms. Vandenbeld, you talked about Russia and Iran. For China, with respect to what's happening to Tibetans, Hong Kongers and Uyghurs, I'm wondering about the number of sanctions and whether they affect those specific categories.
