Safer Railways Act  It is an area in which I have had opportunity to raise, on a number of occasions, concerns in regard to the rail line and the impact, such as on the Wheat Board and so forth. We have talked about economic development with the rail lines, and how important that is. My question is on something that I had asked a previous member of her party, and that was in regard to the New Democratic Party's position or policy with regard to the nationalization of our railway.

Safer Railways Act  I want the member to reflect on the role that his government played in terms of the potential threat to the railway in the province of Manitoba, in particular from Winnipeg to Churchill, in a decision in regard to the Wheat Board. We need to look at the railway as an industry that provides life to many rural communities, not only in Manitoba but in Quebec, Ontario and throughout our country. I would ask the member to provide a comment as to why the Conservatives do not see, as the Liberals see, that the railway can provide wonderful economic opportunities for all Canadian communities.

Canadian Wheat Board  Peter Hoff, a wheat farmer in Alberta and a Crowfoot constituent, is one of thousands of western wheat farmers who did not vote Conservative to end the single desk Canadian Wheat Board. Why is the government insisting that 39% of the vote is good enough to elect the Conservative government but 62% of farmers' votes are not good enough to preserve Mr. Hoff's livelihood?

Petitions  Speaker, it is with pleasure that I bring to the House a petition from Manitobans concerned the Canadian Wheat Board. As it was pointed out clearly yesterday, tens of thousands of prairie wheat farmers have sent a very strong message to the Conservative government that they do not want the Canadian Wheat Board to be dismantled.

The Economy  The prairie grain farmers in Saskatchewan, Manitoba and Alberta have indeed spoken. They want to retain the Canadian Wheat Board. I appeal to the Prime Minister, who claims to be an MP from the prairies. Why will he not stand up for the pprairie farmers and guarantee that we will have the Canadian Wheat Board well into the future?

Canadian Wheat Board  The government has demonstrated that it does not care what the prairie farmer has to say, as the Prime Minister himself has decided to get rid of the Canadian Wheat Board. At what cost? Producer car-loading rights will be destroyed, the Port of Churchill will be devastated, hundreds of good-quality jobs will be lost in Winnipeg. Why is the government destroying the Canadian Wheat Board and tell us why the farmers will not be allowed to have a vote?

The Budget  The vast majority of the wheat farmers do not support the actions the government is taking regarding the Wheat Board. How is it that the government sees fit to give the impression that it is being supportive of the wheat farmer while at the same time the wheat farmer does not want to lose the Wheat Board?

The Budget  Instead of doing things for Canadians, the Conservatives are giving corporations tax cuts and taxing our grandchildren down the road. They should be ashamed of themselves. If I have time, I would like to discuss the Wheat Board. I challenge the member opposite. Call a plebiscite on the Wheat Board and we will support what farmers want. The fact of the matter is that an election is not a plebiscite on the Canadian Wheat Board.

The Budget  Madam Speaker, the government has made the decision to shut down the Canadian Wheat Board. The impact is going to be quite significant. Given that the member is from the prairies, surely to goodness he recognizes that a vast majority of wheat farmers on the prairies support retaining the Canadian Wheat Board.

Safer Railways Act  From Manitoba's perspective, many people are concerned about the community of Churchill. Now that the Canadian Wheat Board has been brought to its knees by the government, there is a real threat. We will have to agree to disagree on that particular point. Many individuals in Manitoba and well beyond are concerned about the port of Churchill, which is very much dependent on rail line services.

Financial Statement of Minister of Finance  In Winnipeg hundreds of jobs have been lost through Aveos. In Manitoba people are concerned about the Wheat Board and the impact that will have. There are literally hundreds of issues across this great nation of ours. We would hope that in recognition of how important this debate is, we would allow members to contribute to that debate.

Roy Nelson  Whatever influences shaped his character, they produced in Roy an extraordinary individual, dedicated to his family and all those around him. Roy's passion for agriculture was evident in his support for the Wheat Board. He fought for fairness for those affected by the Poplar River Power Station and the Grasslands National Park. He was national president of the Canadian Piedmontese Cattle Association.

Air Service Operations Legislation  I fought side by side with the member for Winnipeg Centre in trying to retain the Canadian Wheat Board. We said at the time that the big Canadian grain companies would be bought out by the Americans. In fact it looks like that will happen. As well, we fought side by side against the railways.

Agriculture and Agri-Food  Speaker, last year we warned the government that foreign takeovers in the grain business would inevitably follow the destruction of the Canadian Wheat Board. Exactly that is now happening. Fifteen months after their frantic flip-flop on potash, the Conservatives have still not turned a wheel on their promise to clarify the rules. How exactly do the Conservatives define net benefit?
