Canada Elections Act  Mr. Speaker, my colleague is absolutely right. Experts, young people, and Canadians in general see it as a betrayal, and it is making people even more cynical. I do not know how people can be even more cynical than they already are. Voter participation is already extremely low.

Canada Elections Act  Mr. Speaker, I thank my colleague for her question. It is true that this bill affects all members of the House, including the Prime Minister, ministers, and party leaders. However, if she agrees that we need to improve transparency, then why not give the Chief Electoral Officer investigative powers?

Canada Elections Act  Mr. Speaker, since we are still talking about Bill C-50, let us all agree on why we are here. We are talking about this bill, the main goal of which is to restore the Liberals' reputation, which was tarnished by certain ministers and the Prime Minister. We are not talking about the Prime Minister's vacation to the Aga Khan's island.

Indigenous Affairs  Mr. Speaker, students' associations, professors, and NGOs all support the Assembly of First Nations' recommendation for better investment in post-secondary education for indigenous students. Between 2004 and 2014, the population of indigenous youth increased by 30%. It makes no sense that the government is maintaining a 2% cap on the post-secondary student support program.

Canada Elections Act  Mr. Speaker, it is no accident that today we are once again debating the Liberals' Bill C-50. Several scandals have put the spotlight on the Liberals' outrageous and questionable fundraising activities. They introduced Bill C-50 to improve their image. After breaking the electoral reform promise they made before, during, and after the 2015 campaign, they introduced this bill to cover up the fact that they had broken their promise.

Canada Elections Act  Mr. Speaker, I thank my colleague, and I would like to ask him a question. The Liberals are trying to seem as though they are more transparent. They want to show that they are more ethical and moral. However, they are proposing a maximum fine of $1,000 in the bill. Now, we know that the Liberals' extremely wealthy friends who were invited to their fundraisers were paying much more than $1,000.

Canadian Food Inspection Agency  Mr. Speaker, in 2016, between 3% and 5% of seafood imported into Canada was inspected by the Canadian Food Inspection Agency. In light of the fact that millions of fish were killed by a toxic spill in Vietnam in April 2016, did the Minister of Health ask the agency to specifically monitor seafood from Vietnam after the disaster?

The Environment  Mr. Speaker, the people of Salaberry—Suroît are leading the way. They came together to discuss ways to start a true green shift. Meanwhile, the government is following a greenhouse gas reduction plan that has no scientific basis. Even the environment commissioner and the OECD say the government is not going to reach its target of reducing GHG emissions by 30% below 2005 levels by 2030.

The people of Salaberry—Suroît came together on January 16 to discuss this issue and find ways to make a true green shift happen. We welcomed three renowned experts: Normand Mousseau, a professor of physics at the Université de Montréal; Lorraine Caron, head of Transitio; and Geneviève Aude Puskas, a science communicator for Équiterre.

Democratic Institutions  Mr. Speaker, one in four members of this Parliament is a woman. The ratio has barely budged in the past 151 years. The government wants ideas, we have some. Under the current system, Elections Canada reimburses parties for up to half of their campaign expenses. The member for Burnaby South suggested reducing reimbursements slightly for parties that do not nominate enough women.

International Trade  Mr. Speaker, our farmers can no longer be a bargaining chip in trade agreements. The Canada-European Union Comprehensive Economic and Trade Agreement has already had a disastrous impact on some farmers. A young sheep farmer in Saint-Anicet in my riding told me that this has been a very tough year.

Tobacco and Vaping Products Act  Thank you, Mr. Speaker. Today, I am speaking in support of Bill S-5 to amend the Tobacco Act to include and regulate vaping products and strengthen our hand in the fight against tobacco use. As my colleagues mentioned earlier, the NDP has worked and collaborated with different governments in the past 30 years to promote and implement the principles underlying this bill.

Tobacco and Vaping Products Act  Mr. Speaker, I would like to thank my colleague for his speech. We are talking a lot about prevention, and we always support increased investment in prevention. With respect to tobacco products and their users, one quarter of young people between the ages of 15 and 19 have experimented with vaping.

Tobacco and Vaping Products Act  Madam Speaker, I want to thank my colleague for his speech on preventing youth from starting to use tobacco products and stopping them from developing addictions and possibly dying from tobacco-related illness. However, his speech seemed somewhat ambivalent to me. He acknowledged that prevention can keep youth from taking up smoking, yet in 2015, we saw an increase in the number of youth who had started smoking.

Petitions  Mr. Speaker, I have the honour to present a petition, signed by the Vietnamese community of Montreal, on the safety of seafood products imported from Vietnam, given that the Formosa steelworks dumped large amounts of toxic waste in the ocean in 2016, killing a huge number of fish and damaging the Pacific marine ecosystem along the coastline of central Vietnam.
