Public Service Labour Relations Act  Mr. Speaker, I heard from my colleague that there was consultation. However, I am hearing from RCMP officers, not only in my community, which is the largest detachment in the country, but right across this country, that the RCMP members have not been consulted. I would like the hon. member to tell this House how these members were consulted, because he said that they were, especially when the Liberals are shutting down debate at this point.

Candidate Gender Equity Act  Mr. Speaker, I am pleased to rise to speak on this private member's bill, Bill C-237, the candidate gender equity act. Let me begin by clearly outlining what this bill would do. Clause 4 of this bill would change the Canada Elections Act to require political parties to run an equal number of male and female candidates.

Justice  Mr. Speaker, minimum sentences for convicted drug traffickers who target kids under the age of 18 was recently overturned by the B.C. Court of Appeal. Our youth need to be protected from drug traffickers who directly target them. Are the Liberals prepared to challenge this ruling?

Budget Implementation Act, 2016, No. 1.  Mr. Speaker, the member wants accurate information, and he knows that the previous Conservative government did not raise the age to 67. In fact, that was going to be implemented in 2020. I know he wants to ensure that is correct information. The member mentioned very eloquently the trust of his constituents and how they and Canadians across the country have given him trust.

Infrastructure  Mr. Speaker, the only reference to PPP Canada in Bill C-15 states that the Minister of Infrastructure can dispose or sell off assets and shares of PPP Canada. Yet when I was in the House last week and asked whether the minister plans to sell off PPP Canada, he refused to answer the question.

Infrastructure  Mr. Speaker, that was not my question. Last week, the Minister of Infrastructure and Communities stated: ...I feel confused.... There are so many buckets of infrastructure money within the federal government.... Although the minister is confused, Liberals clearly have the money, so among his many buckets of money, where is the $1.25 billion Conservatives left for PPP Canada that is not mentioned in the budget?

Public Service Labour Relations Act  Mr. Speaker, as I stated earlier, I have worked closely with members of the RCMP for over 18 years. A number of issues have been systemic, which as the former mayor working with the federal government and provincial governments, we have tried to overcome and work with. The Supreme Court of Canada ruled that RCMP members have a right to a labour organization and to be represented.

Public Service Labour Relations Act  Mr. Speaker, it is a fundamental right for every person who belongs to any labour organization to have the right to a free ballot. I cannot answer the question about why the government does not want that measure in place, on any front, because fundamentally it is our right as individuals to have the ability to do that.

Infrastructure  Mr. Speaker, I am pleased to speak to this private member's motion today. Communities across the country are looking for a clear, defined infrastructure plan from their federal government. Currently, there are many mixed messages coming from the government on infrastructure funding, and even more uncertainty as to when municipalities will actually see this funding.

Infrastructure  Mr. Speaker, first the Liberals removed the requirement for the P3 screen, then they transferred responsibility from the Minister of Finance to the Minister of Infrastructure, and now they introduced Bill C-15, which gives the infrastructure minister the power to sell off shares and assets of PPP Canada.

Infrastructure  Mr. Speaker, the Conservatives renewed the PPP Canada funding by providing $1.25 billion over five years as part of the new building Canada plan. Infrastructure projects worth over $100 million were required to go through a P3 screen to maximize the value of taxpayer dollars. But late last year, the Minister of Infrastructure announced that this screening requirement would be removed.

Criminal Code  Madam Speaker, fundamentally, our responsibility is to protect the most vulnerable. There are measures within the legislation that do not allow for that. We have been mandated by the court to provide legislation, and it should be the very best legislation that can possibly be put forward.

Criminal Code  Madam Speaker, when the time frame was handed down by the Supreme Court I believe there were preliminary consultations that had begun at that point. I also know that there was an election. During the election, I believe a lot of the work ceased because of the election. Then it was incumbent on the new government to continue developing the legislation.
