Business of Supply  Madam Speaker, we also approved the Enbridge Line 3 replacement. We are also supportive of Keystone XL. We have said to Canadians, both through our actions and through debates in the House, that we understand the importance of developing further our oil and gas sector, including the expansion of export markets.

Business of Supply  Madam Speaker, I would say to the hon. member's constituents that the Government of Canada believes we strike a balance between energy infrastructure development to job creation and environmental stewardship. We believe we have struck that balance through the approval of very important pipelines.

Business of Supply  Madam Speaker, it is with disappointment that I join this debate. Canadians look to their national Parliament for steady leadership and aspirational thinking. They look to us to unite our country and build our nation. Instead, they have seen too many examples of something quite different today.

Natural Resources  Mr. Speaker, we are not making excuses for anybody. We are promoting Canada's interests. We have done that not only in the approval of the Trans Mountain expansion. How about the approval of the Enbridge Line 3? How about support for KXL? How about the $1.5 billion oceans protection plan?

Natural Resources  Mr. Speaker, the first thing we will do is agree with the hon. member that the pipeline was approved because it is in the national interest. It is in the national interest because of the thousands of jobs it will create, not only in British Columbia and Alberta but throughout the country.

Natural Resources  Mr. Speaker, the action we took was to consult with virtually tens of thousands of Canadians about the Kinder Morgan pipeline, including many indigenous communities up and down the line. The conclusion, after many months of consultation with tens of thousands of Canadians, was that this pipeline is in the national interest.

Natural Resources  Mr. Speaker, this government has approved the Trans Mountain expansion. This government has approved the Enbridge Line 3 replacement. This project and also the support for Keystone XL will give us the pipeline capacity we need. Ten years of Conservative government did not have one kilometre of pipe delivered to tidewater.

Natural Resources  Mr. Speaker, we understand that the premiers of Alberta and British Columbia will have reasons to make statements about energy projects. There is only one government in Canada that has the responsibility of approving major infrastructure that goes across provincial lines, and that is the Government of Canada.

The member knows that the Prime Minister said unequivocally yesterday in Edmonton, as he has said since the approval was made, that this pipeline will be built because it is in the national interest.

Natural Resources  Mr. Speaker, the pipeline has been approved by the Government of Canada in the national interest and it will be built. When there are motions in front of the National Energy Board that require interventions from the Government of Canada, the Government of Canada will intervene, as it has done.

Natural Resources  Mr. Speaker, the hon. member knows that this government understands the importance of opening up export markets for Canadian crude. He knows, at the same time, that we announced an investment of $1.5 billion in the ocean protection plan. He probably knows that we are in constant conversation with indigenous communities up and down the line to ensure safety.

Natural Resources  Mr. Speaker, what the Prime Minister said was, “we're going to get that pipeline built.” The reason he said that, as he has said from the very first day this government took office, is that the environment and the economy go hand in hand. We are creating jobs for British Columbians, for Albertans, and for all Canadians.

Canada's clean growth economy starts with a sustainable and competitive resources sector. That is why this week we launched our new $155-million clean growth program to fund clean technology projects in the forestry, mining, and energy sectors, helping to reduce emissions and improve environmental outcomes.
