Questions on the Order Paper  Mr. Speaker, with regard to (a), on August 31, 2018, the Trans Mountain Corporation, TMC, paid Kinder Morgan Cochin ULC $4.427 billion in order to acquire the Trans Mountain entities, these being Trans Mountain Pipeline ULC; Trans Mountain Canada Inc., which was formerly Kinder Morgan Canada Inc.; Trans Mountain Pipeline LP; and Trans Mountain Pipeline (Puget Sound) LLC.

Budget Implementation Act, 2019, No. 1  Mr. Speaker, the first thing I want to point out is that the economic legacy of Stephen Harper's government was to leave Canada in a recession in 2015. What will the member for Louis-Saint-Laurent's approach to taxation look like? If I may cut through his histrionics, it sounds like he is sincerely upset about the fact that we eliminated the non-refundable tax credit for public transit.

Agriculture and Agri-food  Mr. Speaker, we have always been clear with supply managed producers that we would provide fair and full compensation, and we are keeping this promise. This is a very firm commitment on our end. Our party is the one that first implemented supply management and the party that has defended it and will always defend it.

International Trade  Mr. Speaker, we will always stand up for Canadian workers and Canadian interests. Canada responded to the illegal U.S. measures with dollar-for-dollar tariffs on imported steel, aluminum and other products from the U.S. As we work to completely repeal the U.S. tariffs, we recognize the potential impacts on Canadian businesses, workers and communities.

Employment  Mr. Speaker, our government will always protect Canadians, Canadian workers and their interests. In reaction to the illegal and unjustified measures imposed by the United States, Canada introduced tariffs on steel and aluminum imports totalling $16.6 billion. We also put measures in place to help the industry on this side of the border.

Budget Implementation Act, 2019, No. 1  Mr. Speaker, I thank my colleague for her question. I agree with her completely that there is still work to do to reduce inequality. However, it is important to be fair in assessing our government's record over the past three years. We are not the ones saying so. According to Statistics Canada, poverty in this country has been reduced by 20% over the past three years.

Budget Implementation Act, 2019, No. 1  Mr. Speaker, I thank my colleague from Guelph for his question. I truly appreciate it. Budget 2019 reflects what we have been hearing everywhere in the country, whether it be from unions, employers or management, regarding the need for skilled workers and the need to offer workers opportunities to get the training and skills required to adapt to the changing job market.

Budget Implementation Act, 2019, No. 1  Mr. Speaker, I think that my colleague, the Parliamentary Secretary to the Minister of Environment and Climate Change, gave a very good explanation that answers the member's question. First of all, it is not surprising to see the Conservatives oppose any measure that would protect the environment and combat climate change.

I was talking about the importance of having a skilled workforce and giving Canadians the opportunity to find and acquire skills to adapt to the fast-changing employment market. Technology changes the nature of work and it is evolving rapidly.

Financial Institutions  Mr. Speaker, to the contrary, nothing the member just said could be further from the truth. We took the report very seriously and went forward with measures to prohibit banks from providing misleading information to customers to prohibit banks from exerting undue pressure on consumers to buy products or services; to require banks to have policies in place to ensure consumers receive products that are appropriate for them; and increase penalties for banks from $500,000 to $10 million, something the Conservatives failed to do for 10 years.

Financial Institutions  Mr. Speaker, quite the opposite. I wonder where the opposition member has been for the past three years, when we were taking steps to protect Canadian consumers of financial products. For 10 years, under Stephen Harper, consumer protection and strong, robust bank regulation were not so much as an afterthought.

Budget Implementation Act, 2019, No. 1  Madam Speaker, before I begin my formal speech, I cannot help but mention to the member for Sarnia—Lambton that, as she keeps quoting the Fraser Institute, that study has been debunked by just about anyone who knows how to use a calculator. She should look at the OECD report that just came out this morning saying that the Canadian middle class has one of the lowest tax burdens of the OECD countries.

Multilateral Instrument in Respect of Tax Conventions Act  Mr. Speaker, it is the opposite. We have to wonder where the hon. member has been for the past few months and weeks. The Conservatives are starting to believe their own nonsense. The average Canadian receives a climate incentive that exceeds the anticipated cost. Through this policy, we made sure that we are truly supporting middle-class Canadians and I believe nine out of 10 families will have more money because of his policy.
