The Budget  Mr. Speaker, infrastructure is very important. That is why we brought forward the Building Canada fund when we were in government. We brought forward a number of infrastructure programs that were the largest at that time. Yes, the Liberal government has piled on more infrastructure funding—or should I say announcements?

The Budget  Mr. Speaker, it is always an honour to stand in the House and debate the issues that governments and Canadians face, and that Canadians have to deal with. There was great anticipation about the budget around the country. People were looking forward to a second fiscal strategy put forward by a government that failed, most people would say, with the first one.

Chambers of Commerce  Mr. Speaker, our thoughts and prayers are with the British Parliament today as well. Tomorrow the Drumheller and District Chamber of Commerce will hold its 2017 annual general meeting. I wish the Chamber of Commerce members all the best during their deliberations. We know that the citizens of Drumheller and surrounding communities, like many places in our province and country, count on the work of a strong local chamber of commerce.

Business of Supply  Mr. Speaker, I want to commend my colleague for a great speech. When she mentioned in the lobby earlier that she was going to speak on infrastructure, I thought that would be a great opportunity for us to learn about the failed infrastructure program of the Liberal government. That is what we have here.

Business of Supply  Mr. Speaker, the leader of my party gave a great speech, contrasting former budgets with what we are seeing today. One thing we all know here in this House is that tomorrow's budget will be written in red ink. It will all be red ink. There will be no talk about balanced budgets; there will be no plan.

Petitions  Mr. Speaker, I have the honour to present five petitions signed by over 100 constituents of mine in Battle River—Crowfoot. They call on the government to recognize natural health products as being just that: natural. They are concerned that the changes proposed by the Liberal government will be a step backward.

Natural Resources  Mr. Speaker, EVRAZ is the biggest producer of large diameter line pipe for oil and gas transmission in North America and employs over 1,000 Canadians, including Canadians in my riding. It manufactures 100% made-in-Canada pipe, from scrap to steel to pipe. EVRAZ produces over one million tonnes of steel annually from recycled metal.

Agriculture and Agri-Food  Mr. Speaker, I am pleased to be working with ranchers from central Alberta who have come to Parliament with the Canadian beef producers to make the government aware of measures required to deal with the detection of bovine tuberculosis in some herds, and the quarantine of these animals.

Rouge National Urban Park Act  Mr. Speaker, I want to thank the minister for coming to speak on this important topic, which actually our Conservative government began. I commend her for bringing this forward again. More and more we see urban creep taking a lot of prime farm land. I come from a rural riding, where we understand that they are not making any more dirt.

Agriculture and Agri-Food  Mr. Speaker, dozens of Alberta ranchers have been ordered not to sell their cattle that are under CFIA quarantine. These ranchers do not have the facilities, the feed, or the financial resources to feed their cattle over the winter. They are being forced to pay thousands of dollars to feed cattle that normally would have been sold by now so they could meet their bills.

Controlled Drugs and Substances Act  Mr. Speaker, that is a very good question. When we start making these changes, is it going to drive the price way up? Are there only a few companies that have this technology? Those are all good questions. The United States has adopted this in great measure. It is like anything else, it will initially drive up the cost between 8% and 12%.

Controlled Drugs and Substances Act  Mr. Speaker, just as an aside, I saw this on my wife's Facebook account. A young girl who lives in our community put a picture on Facebook of the home where those in the member's riding where killed. She said that this was the home in which she was raised in Winnipeg. Again, here is a beautiful young girl, almost like a second daughter to us, who is mourning these people she did not know, but that was the area, the community, and the home where she was raised.

Controlled Drugs and Substances Act  moved that Bill C-307, An Act to amend the Controlled Drugs and Substances Act (tamper resistance and abuse deterrence), be read the second time and referred to a committee. Mr. Speaker, it is indeed a pleasure to rise in House and debate my private member's bill, Bill C-307. Let me say to all members of Parliament that many times they can go many years, even a decade, before they have a private member's bill drawn, so obviously when they do have an ability to debate their own private member's bill, it is a real honour in this place.
