Budget Implementation Act, 2023, No. 1  Madam Speaker, my colleague and I are members of the Standing Committee on Public Safety and National Security. I also studied the budget from a security perspective. I realize that not enough is being done, as she said, to counter gun violence. Yes, we are working on Bill C‑21.

The Environment  Mr. Speaker, on Friday, a UN report revealed that the melting of glaciers is “off the charts” and is now irreversible. However, this government does not see this as a global tragedy, but rather as a business opportunity. Believe it or not, in the most recent budget, the government allocated millions of dollars for oil exploration in the Arctic.

The Environment  Mr. Speaker, by all means, let us talk about emissions and Canada's record. In no fewer than five reports released on Thursday, Canada's environment commissioner accuses the government of choosing words over action. Commissioner DeMarco says he is disappointed and frustrated at hearing nothing but empty promises from Ottawa on reducing greenhouse gas emissions and protecting biodiversity.

Climate Change  Mr. Speaker, the UN issued a warning to the entire planet this morning reporting that glaciers are melting at a record rate because of greenhouse gases. It warns that it will take several decades to stop this negative trend. When it comes to melting glaciers and rising sea levels, we have already lost the fight.

Earth Day  Mr. Speaker, tomorrow is Earth Day, a day for people to come together and take action for the future of our planet and our future generations. It is an opportunity to individually commit and recommit to joining forces in the fight against climate change. More importantly, it is an opportunity to put pressure on governments, starting with Ottawa.

The Budget  Mr. Speaker, I would like to hear my colleague's thoughts on the environmental portion of her government's budget. I think it is a bit of a shame that, in this era of fighting climate change, we are putting all industries on the same footing, even the heavy polluters. That has been proven.

Climate Change  Mr. Speaker, the only will the government has shown is to produce more oil and hope it will pollute less. That is not working. Ottawa has already given $8.6 billion to the oil companies for carbon capture, and they complain that it is not enough. The six biggest, greediest oil companies make $35 billion in profits and yet they get $8.6 billion in public funds, supposedly to pollute less.

Maureen Breau  Mr. Speaker, for our police officers, the price of public safety means putting one's life on the line every day, with no guarantee of going home safe and sound. Yesterday, in Louiseville, policewoman Maureen Breau was killed in the line of duty during an arrest. Sergeant Breau joined the Sûreté du Québec in 2002.

Telecommunications Act  Madam Speaker, in this modern age, in 2023, we are finally about to pass a cybersecurity bill. We do not oppose the spirit of this bill, but some criticisms have been raised since the bill was introduced. University of Toronto professor Christopher Parsons has made 29 recommendations to strengthen the transparency and accountability of the measures proposed in this bill.

Committees of the House  Madam Speaker, I do not know if my colleague will agree with me, but as I sit in the House tonight, listening to the various debates and the various speeches, I feel like I am watching a pointless contest. It just makes no sense. One party says, “We asked for it first”, and the other party says, “No, we asked for it first”.

Criminal Code  Madam Speaker, I am very pleased to speak to Bill C‑283. I have been my party's public safety critic for the past few years, and I have learned a great deal about the situation in federal penitentiaries. I have learned more about Correctional Service Canada and the work of the correctional investigator, who publishes highly relevant reports each year on the various issues in Canada's penitentiaries.

Tragedy in Amqui  Mr. Speaker, on March 13, an act of unspeakable violence was committed in my hometown of Amqui. Three people were killed, and eight others were injured. Others are still fighting for their lives. Our small community was shaken to its core by this tragedy, which has left many families in mourning and pain, as well as angry and bewildered.

Elsie Reford  Mr. Speaker, on this International Women's Rights Day, I would like to honour the memory of a woman who had a huge impact on the social and cultural identity of my part of the country. Elsie Reford was the kind of philanthropist we could use more of. Known for her civic engagement, she was a co-founder of the Women's Canadian Club of Montreal.

Canada National Parks Act  Madam Speaker, I thank my hon. colleague for his speech and I congratulate him on his efforts. It is always very rewarding to see a private member's bill reach third reading. It has gone through a very thorough process. He went out and got the support of his community, which is great.
