Citizenship Act  Madam Speaker, as the hon. member was speaking, I was thinking about the things that were done in the words of the Crown. As we developed our country the indigenous people were often placed subservient to the Crown. Recommendation 94 would actually bring indigenous people to the same level as the Crown in terms of prominence, and for newcomers to Canada to know that the indigenous peoples are prominent in our history.

Citizenship Act  Madam Speaker, the member read the 93rd call to action, but did not read the 94th call to action, although he did refer to it. Call to action 94 is in fact what we are debating today, of changing the citizenship oath to recognize indigenous peoples as part of our country and that newcomers coming to Canada would know the importance of indigenous peoples to the foundation of Canada.

Citizenship Act  Madam Speaker, I am left a little confused when comments are made that we are doing nothing as a government in the transformation of education for first nations people. Could the hon. member refer to the www.sac-isc.gc.ca website where we show the new policy for first nations kindergarten to grade 12 education, the progress on investments in kindergarten to grade 12 education, the new engagement programs from 2016 to 2018, the current systems for first nations education in Canada, what we have heard in the past and what we are doing now, and what the report's recommendations are?

Citizenship Act  Madam Speaker, as the hon. member was speaking about reconciliation, I was thinking about a visit I made to the Canadian Museum for Human Rights in Winnipeg, where the South African Truth and Reconciliation Commission was used as an example that Canada had helped and subsequently learned from.

Business of Supply  Madam Speaker, the member mentioned several times that our government had done nothing in the face of the accelerated tensions we were facing as a country. I wonder whether the hon. member is aware that our Minister of Crown-Indigenous Relations and our Minister of Indigenous Services are both meeting with indigenous peoples on the west coast and in Ontario and that we are trying to come to a peaceful resolution through discussion and dialogue rather than inflamed rhetoric.

Judges Act  Madam Speaker, I know the hon. member down the way has had a lot of experience in this field through her work in social work and also with the RCMP. At the core of it, this bill is about safety for women and girls and it would give judges the training and the tools to support mental health, address gun violence in homes and support victims of violence in other ways.

This initiative was created as a collaboration between the Canadian Children's Book Centre; children's author and my good friend Eric Walters; the Canadian Society of Children's Authors, Illustrators and Performers; and the Ontario Library Association.

Business of Supply  Mr. Speaker, the critic for families, children and social development mentioned that we need a poverty strategy. We do have a poverty reduction strategy that targets a 20% reduction by 2020 and a 50% poverty reduction, relative to 2015 numbers, by 2030. We also have a housing strategy.

Royal Canadian Mounted Police Act  Mr. Speaker, the member for Winnipeg North always finds the details we need to cover. I was talking about the ground border agencies and thinking of those who drive to the United States. Of course, we can get to the United States in other ways, such as through the airports in our communities or the airports we travel to.

Royal Canadian Mounted Police Act  Mr. Speaker, I was listening very carefully to what the member for Saanich—Gulf Islands was saying, and it brought to mind Arnold Chan. When he was in the House, he said that we need to listen to each other, not talk over each other. He said that as members of Parliament, we should respect what others are saying.

Royal Canadian Mounted Police Act  Mr. Speaker, I am looking forward to getting to know the hon. member for Hamilton Centre and working with him. Even though some of the services from U.S. Border officials are on Canadian soil, they are within U.S. jurisdiction, and that is an issue. It is something we talked about last Parliament.

Royal Canadian Mounted Police Act  Mr. Speaker, I will be splitting my time with the hon. member for Winnipeg North. Congratulations on the 150th anniversary of Manitoba that he spoke about earlier. I was born in Manitoba. “Go, Manitoba.” A dear friend of mine in Guelph passed away today. I found out this afternoon that Ken Hammill passed away.

The member is absolutely right that if response times are long, that might discourage people from making a complaint and having it investigated. I congratulate the member on that point.

The Economy  Mr. Speaker, this year Canada is hosting its first world circular economy forum in Toronto, where industry leaders will have important discussions on building a circular economy that benefits people, the economy and the environment. I know Guelph and Wellington County will be there promoting our smart cities initiative that is focused on creating Canada's first circular food economy.
