Criminal Code  Madam Speaker, with all due respect to my colleague, I should mention that he is speaking too quickly for the interpreters to keep up with him. They tell us that it is very difficult. He is hyperactive like me. Out of respect for the interpreters, I would ask him to slow down if possible.

Criminal Code  Madam Speaker, I completely agree with my colleague. There is an obvious link between mental health and serious substance abuse problems. Unfortunately, the prison system is grappling with a large population with mental health issues because far too many people are being incarcerated for minor offences.

Criminal Code  Madam Speaker, unfortunately, I do not get the feeling that this government is willing to do that. We often say that the government prefers to react rather than act. That is often the case. The government does not walk the talk. The community organizations and semi-governmental agencies that could and should be taking over for the prison system when it comes to minimum penalties need money to do their work.

Criminal Code  Madam Speaker, today we are discussing Bill C-5, an act to amend the Criminal Code and the Controlled Drug and Substances Act, at report stage. It is sponsored by the hon. member for LaSalle—Émard—Verdun, the current Minister of Justice. Bill C-5 acts simultaneously on two complementary fronts: It repeals mandatory minimum penalties, or MMPs, for certain offences in the Criminal Code and establishes diversion measures for simple drug possession offences.

Instruction to the Standing Committee on Procedure and House Affairs Regarding Bill C-14  Madam Speaker, I thank my colleague from Rosemont—La Petite-Patrie for his speech, the first part of which I thought was quite nationalist and even independentist. It was good. I thank him for supporting the Bloc's position on Quebec's representation in the House of Commons. My question is this: If we were to base this “Quebec clause” for example on the Charlottetown accord, which gave Quebec 25% representation in the House, would my colleague agree that we could go that far, 25%, which would mean six more members for Quebec?

Business of Supply  Madam Speaker, I get the impression that there was a very superficial or cursory reading of this bill. Our motion is absolutely not about discrimination. We are all in favour of equity, diversity and inclusion. I would ask my colleague, who focused on women in her speech, which is great since we would all like there to be more women, what she thinks about the fact that, right now, 70% of the medical students at the Université de Montréal are women.

Business of Supply  Madam Speaker, setting aside the selection criteria imposed by the Liberal government, the whole identity aspect that appears in these criteria, and the interference, once again, by the Liberals, is there not a major risk that the government may in some way undermine the autonomy that is so important to universities?

Business of Supply  Madam Speaker, I commend my colleague from Vaughan—Woodbridge, whose French is getting better all the time. Obviously, the Bloc is opposed to any sort of hiring quota and the imposition of such quotas on the basis of the four criteria set out by the Liberal government. How would the member, who is from the business community, react if his superiors gave him similar instructions and he had to hire people in his sector based on those four criteria?

Business of Supply  Mr. Speaker, I would like to remind my colleague from Winnipeg North that his mother always told him to try to bring something positive to a conversation. I remember that. On a more serious note, I would like my colleague to explain what ArriveCAN is. I came back from a mission a few weeks ago and was met with what, in my opinion, was totally useless bureaucracy.
