Budget Implementation Act, 2017, No. 2  Madam Speaker, the member said something that I want to clarify and get his thoughts on. He said that any work-in-progress account is going to be subject to income tax. The members opposite know that is not true. In fact, bill-based accounting rules are the lesser value of fair market value and/or cost.

Budget Implementation Act, 2017, No. 2  Mr. Speaker, it was interesting to note that the parliamentary budget office released a report in October, the fiscal sustainability report, and noted that federal finances are actually sustainable in the long term, contrary to what the member has indicated. The member mentioned the carbon tax coming into force.

Access to Information Act  Madam Speaker, I have to say my colleague highlighted the problems, in his view, of creating a requirement or an ability to decline requests that are vexatious and frivolous. That was a recommendation from the Information Commissioner. When we undertook at our committee a study of the Access to Information Act, that was one of our recommendations based on the evidence.

Report Stage  Madam Speaker, about 12% of Canadians self-report using cannabis every year, but around 80% of Canadians say they use alcohol; 4.4 million Canadians are at risk for chronic health effects as a result of alcohol use; 3.1 million Canadians are at risk of immediate injury and harm; and 3,000 Canadians are born every year with fetal alcohol spectrum disorders.

Cannabis Act  Madam Speaker, I have heard a lot of talk about delays from the other side, requests to delay this legislation further, and that we are rushing ahead so quickly. I would note that Colorado and Washington, in November 2012, passed resolutions at the ballot. The electorate called for legalization.

The Neighbourhood Group  Mr. Speaker, The Neighbourhood Group has provided support to Toronto neighbourhoods since 1911, including in Beaches—East York. Its mission is to serve people at every stage of their lives, and to promote independence and dignity. In the last year, The Neighbourhood Group's staff and its 1,300 dedicated volunteers have helped 31,000 clients across Toronto through 47 unique programs.

Cannabis Act  Mr. Speaker, my friend just mentioned harms. Three thousand Canadians are born every year with fetal alcohol spectrum disorder. That is 3,000 Canadians and just one issue. That is not counting drunk driving. That is not counting domestic abuse. That is not counting rape and sexual assault, including on campuses, and all of the harms that come from alcohol.

Criminal Code  Madam Speaker, I thank my colleague for her speech and will note that I am welcoming one of her constituents, my father-in-law, out for lunch shortly. I sympathize with some of the comments made by members, particularly with respect to medicinal cannabis patients and the extra burden on our criminal justice system.

Kairos Blanket Exercise  Mr. Speaker, on September 30, we remember the children who survived the residential school system and those who did not. However, our historical mistreatment of indigenous peoples extends well beyond residential schools and is our most fundamental injustice, one we must all be committed to correcting.

Situation in Myanmar  Mr. Speaker, I thank the member for being a vocal advocate on this file in particular. It is depressing in some ways to hear “never again”, again and again, which is why I started my comments with the words of Mr. Dallaire from more than three years ago. I would also note that if we go back to February 2017, there were reports of thousands of killings and the international community did not act in the face of that news.

I would note that in my discussions with human rights advocates and from listening to their advice, their principle concern is that human rights observers be allowed on the ground and permitted to document and investigate the atrocities.

Situation in Myanmar  Mr. Speaker, I will be splitting my time with the member for Don Valley West. I want to begin with the words of former senator and Lieutenant-General Roméo Dallaire: The warning signs preceding genocide in this case are ever present. The Rohingya have often been referred to as “illegal Bengalis”, with many of Burma's Buddhists demanding that they 'go back to where they belong', be it in Bangladesh or elsewhere.

On a more serious note, the access to information, privacy and ethics committee has recently undertaken a study of the protection of Canadians' privacy at the border and in the United States.

Amendments to Standing Orders  Mr. Speaker, I know the debate has been fractious at times and I know there is a bit of bad blood, but I am of the view that regardless of our partisanship, we agree more than we disagree. In the spirit of co-operation, I understand the member would like to see a better alignment between the budget and the estimates process and I think we all would like better financial scrutiny of the estimates process.

UV Index  Mr. Speaker, it is critical that we trust in science and in our scientists. Despite recent challenges, I remain hopeful about global efforts to tackle climate change because of our history of innovation and leadership in science. With that history in mind, I rise to recognize the 25th anniversary of the UV index, a scale invented here in Canada and adopted by the WHO and the UN Environment program internationally.
