Natural Resources  Mr. Speaker, as I said, we take this issue very seriously. Line 5 is vital to our energy security. In defending Canada's interests with any country, we take a team Canada approach, just as we did very successfully with NAFTA. On Line 5, these are improvements to modernize an existing piece of energy infrastructure.

Natural Resources  Mr. Speaker, it is irresponsible and it serves no one to conflate Line 5 with Keystone XL or any other project. President Biden's decision to rescind the permit for KXL has no impact on Enbridge's Line 5 or Line 3 replacement projects. These pipelines continue to operate. These are projects to modernize existing energy infrastructure that has been in place since 1953.

Points of Order  Mr. Speaker, this is in response to the question for the member for Edmonton Strathcona, because I inadvertently left the impression that the Grassy Mountain coal project was under provincial jurisdiction. To clarify the record, the Grassy Mountain project, which is a proposed metallurgical coal mine, is currently being assessed by a joint review panel with the Alberta Energy Regulator.

Natural Resources  Mr. Speaker, this is a development that is within provincial jurisdiction, but it is a project that we are watching very closely. Whatever processes are subject in this matter we will be adhering to. It is something that we are watching very closely and we will be discussing it with the Government of Alberta.

Natural Resources  Mr. Speaker, we fought every step of the way, along with the Government of Alberta, in Washington, D.C. We made our case and did so every step of the way, knowing that if we did that together, our chances of success would increase. We were both proud of this project. We believe it checked off all the boxes.

Natural Resources  Mr. Speaker, President Biden's decision to rescind the permit for KXL has no impact on Enbridge's Line 5 or Line 3 replacement projects. These pipelines continue to operate. These are projects to modernize existing energy infrastructure, and they are driven by safety and good labour jobs.

Natural Resources  Mr. Speaker, we are not happy about this decision. We made a strong argument for this project at every level and in every way we could, from Ambassador Hillman to the Prime Minister. I spoke weekly with Minister Savage and the former member for Edmonton—Leduc, Alberta's special representative in Washington, James Rajotte.

Natural Resources  Mr. Speaker, as the Prime Minister said directly to the President on Friday, we are disappointed in this decision. First and foremost, our concern is with the thousands of workers, indigenous and non-indigenous, and their families that are impacted by this decision. I spoke to the Alberta energy minister the morning of the inauguration.

I spoke, weekly, with Minister Savage and the former member for Edmonton—Leduc, James Rajotte throughout the fall.

Natural Resources  Mr. Speaker, the Harper Conservatives had years to get Keystone XL done, and what was their strategy? Nothing. There was no strategy except throwing public insults, negotiating in the media, and doing nothing to support the thousands of energy workers, except beating their own chests.

Natural Resources  Mr. Speaker, there are many factors that go into determining whether a pipeline is necessary, such as contractual support, shipper choice and the nature of the markets that would receive the products delivered by the pipeline. TMX is a good project that has created more than 7,000 jobs for Canadians.

Natural Resources  Madam Speaker, we have supported this project, as the Prime Minister has said, unwaveringly. We have always supported this project for many of the reasons that the hon. member cites. One of the strongest arguments for this project is that we have a government that is fighting climate change, putting a price on pollution, committed to net-zero emissions by 2050, and making investments to help our energy sector become more sustainable than ever.

Natural Resources  Mr. Speaker, let me be very clear. The opposition can keep asking time and time again about why we fail to support the energy sector. Let me remind members in the House that the wage subsidy covered the wages of roughly half of the employees in the oil and gas industry for untold months.

Employment  Mr. Speaker, one in every three workers in mining and oil and gas is how many workers were able to stay in their jobs thanks to the Canada emergency wage subsidy. That is tens of thousands of families in Alberta, in Saskatchewan and in Newfoundland and Labrador who continue to be able to go to work and put food on the table, thanks to the Liberal government.

Natural Resources  Mr. Speaker, we are absolutely committed to planting two billion trees. We have been developing a plan based on the areas of land to be planted, the types of trees to be planted, how best to prepare the sites and how to monitor trees for survival. All of this work has been going on in the middle of the pandemic.
