Emergencies Act  Madam Speaker, we know the act was invoked on Monday to no effect. In the case of the Ambassador Bridge, city police got it open again. That can be done again, so there is no need to use the act to achieve this outcome.

Emergencies Act  Madam Speaker, I thank my colleague for his question. As I said earlier, the provinces and local police can handle protests that get out of hand and people who break the law. I think it is important to note that there are already procedures in place for that. It is just a matter of following them.

Emergencies Act  Madam Speaker, I thank my colleague from Laurentides—Labelle for her fine speech. I want to start mine by commending the excellent work done by the police forces, whose professionalism and interventions are above reproach. I would be remiss if I did not also acknowledge the work of the security officers on Parliament Hill, who ensured our protection during the siege in front of Parliament.

Emergencies Act  Madam Speaker, I thank my colleague for his speech. I understand him. We are well aware of everything that has happened over the past three weeks in Ottawa and of all of the impacts that it has had on residents and businesses, and even everywhere else in Canada and Quebec. My colleague spoke about the protests.

To keep providing these services, La Ressource needs money and relies on various funding sources, including donations.

Government Business No. 7—Proceedings on Bill C-12  Madam Speaker, I thank the member for her nice, long speech. I just want to point out that seniors were the first to be affected by the pandemic. This came at a time when they were isolated, living with anxiety and losing money. There were also the retired nurses and health care professionals who decided to return to work but whose GIS payments were clawed back as a result.

Economic and Fiscal Update Implementation Act, 2021  Madam Speaker, I thank the hon. member for Cypress Hills—Grasslands for his speech. He began his speech talking about lockdowns and vaccination. I totally agree with him. However, I would like to point out that if the provinces had received the health transfers, the situation might not be as serious as it is today, and perhaps the country would be less divided.

Economic and Fiscal Update Implementation Act, 2021  Mr. Speaker, Bill C-8 addresses the housing problem. We need to remember that the national housing strategy was put on the back burner for 20 years, which prevented the construction of 6,000 housing units a year. Also, the Front d’action populaire en réaménagement urbain said that we failed to build more than 80,000 social housing units since 1994.

Jean-Paul Bordeleau  Mr. Speaker, I was saddened to learn that Abitibi has lost one of its most beloved citizens. Jean‑Paul Bordeleau, former member of the Quebec National Assembly, was first elected under the Parti Québécois banner in Abitibi‑Est in 1976 and was re-elected in 1981. During his time as an MNA, Mr.

Criminal Code and Controlled Drugs and Substances Act  Mr. Speaker, I thank my colleague for her fine speech, in which she mentioned the low risk of recidivism. Bill C‑5 introduces the concept of diversion for simple possession of drugs, which we support. Does my colleague feel that this measure will be effective only if health care investments are made to help health care institutions and community organizations?

Criminal Code and Controlled Drugs and Substances Act  Madam Speaker, I thank my colleague for his speech. Inmates, indigenous or not, can cost the system up to $100,000 a year. Does my colleague agree that the money the government will save by abolishing mandatory minimum penalties should be reinvested in youth awareness campaigns, rehabilitation, education or reintegration, for example?

Media Food Drive  Mr. Speaker, as of today, the Media Food Drive, also known as the guignolée des médias, is under way across most of Quebec. The goal is to collect donations to help less fortunate individuals and families as the holidays draw near. Every year for the past 22 years, except last year, media organizations are out on the streets, creating a festive atmosphere, asking passersby for donations, and cultivating the generosity of Quebeckers who are more than willing to give money and non-perishable food items.
