Pooled Registered Pension Plans Act  Our government continues to focus on the economy and the long-term economic security of Canadians and the pooled registered pension plan act that we are now debating does just that by making it easier for millions of Canadians who are self-employed or work for small businesses to save for retirement. As the Canadian Federation of Independent Business says, “This can't come soon enough from our perspective”. I would like to advise that an agreement has not been reached under the provisions of Standing Order 78(1) or 78(2) with respect to the second reading stage of Bill C-25, An Act relating to pooled registered pension plans and making related amendments to other Acts.

Pooled Registered Pension Plans Act  Again, unlike the NDP, support for this program is coming from the small business community as well. Dan Kelly, vice-president, Canadian Federation of Independent Business, stated in a press release: We believe that, if properly implemented by provinces, PRPPs have the potential to expand the retirement savings options for thousands of Canadian small businesses and their employees.

Pooled Registered Pension Plans Act  Speaker, on the take-up of the program, I will take the word of Dan Kelly, Senior Vice-President of Legislative Affairs at the Canadian Federation of Independent Business, CFIB, who said, “A new voluntary, low-cost and administratively simple retirement savings mechanism will allow more employers, employees, and the self-employed to participate in a pension plan”.

Pooled Registered Pension Plans Act  This sentiment is echoed by Dan Kelly, the senior vice-president of legislative affairs for the Canadian Federation of Independent Business, who believes that PRPPs will help deliver on the promise of a lower cost alternative for small business owners and that the pooled feature should allow lower costs than traditional pensions as there will be a much larger group in the pension vehicle than in traditional arrangements.

Pooled Registered Pension Plans Act  I want to take a moment to read a couple of quotes from stakeholders. This is what Dan Kelly, the vice-president of the Canadian Federation of Independent Business, had to say: A new voluntary, low-cost and administratively simple retirement savings mechanism will allow more employers, employees, and the self-employed to participate in a pension plan.

International Trade  This morning I met with small and medium-sized business leaders and they strongly support our pro-trade plan. Here is what the president of the Canadian Federation of Independent Business, Catherine Swift, had to say: It is encouraging to see the government taking small-business issues into account when negotiating trade agreements.... The government’s pro-trade plan will benefit not only Canadian SMEs looking to expand into new markets like Europe but also the Canadian economy as a whole This Conservative government is working hard--

The Economy  Speaker, we actually have been working with the provinces to develop a plan that works for both the provincially-regulated and federally-regulated. Let me read a quote from the Canadian Federation of Independent Business. It stated: A new voluntary, low-cost and administratively simple retirement savings mechanism will allow more employers, employees, and the self-employed to participate in a pension plan....PRPPs have the potential to expand the retirement savings options for thousands of Canadian small businesses and their employees.

Keeping Canada's Economy and Jobs Growing Act  If we had listened to the NDP, we would be looking at a doubling of the CPP. Even for the Canadian Federation of Independent Business, which is a big producer, representing small businesses that create jobs, its CPP costs would have increased by 60% to 70% . It would have been catastrophic to our country and we would never have survived the way we have.

Business of Supply  If suddenly those were repealed at this point, the impact would be to get business to shelve its plans for expansion and getting people back to work. The Canadian Federation of Independent Business proclaimed that the planned business tax cuts are necessary. This has been laid out as a plan for several years now and businesses do not just plan on a three-month basis.

Keeping Canada's Economy and Jobs Growing Act  Our measures have been applauded by many in the private sector. For example, the Canadian Federation of Independent Business applauded the government's provision of a temporary hiring tax credit. Dan Kelly, the senior vice-president for the CFIB, said: Since the 2011 budget announcement, many members have called about the credit and reported it will make it easier for them to hire, enhance wages or adjust to rising Employment Insurance premiums. ...

Financial Literacy  He has had some influence in causing the government to take real action in terms of the voluntary code for credit cards. In fact, it was endorsed by the Canadian Federation of Independent Business. This was a huge step forward, as was the 21-day grace period that was introduced by the Minister of Finance, and the protection of the debit system, as it currently is in Canada, not moving toward a percentage base but keeping it at a flat fee.
