Recently B.C.'s environment minister, Paul Ramsay, was quoted as saying that it was not on his government's agenda to introduce legislation even though he signed the national accord. In British Columbia this act will cover only less than 1 per cent of all the land.

Judges Act It is the niggling detail and it is the Reform Party that is drawing to the attention of this House and through this process drawing attention to the people of Canada that currently we have a justice minister, a justice department and the Liberal government that continuously come to this House and rather than looking at the kind of detail that I have just read to this House that the Reform Party has brought, rather than dotting the i s and crossing the t s and doing the job correctly, rather than treating this House with the respect that it and the people in this House deserve, the Liberals continue to come to this House and treat it like a rubber stamp: ``Oh, by the way, if we have a problem we will correct it after the fact''.

Judges Act If the report has to be made available to both houses why not then eliminate going through the minister? For example, government Bill S-5 which the standing committee on justice has just completed studying provides for the human rights commission to report directly to Parliament instead of the minister. If this can be done for the human rights commission, why not do it for the commission on judges' salaries and benefits?

Transport Speaker, words are cheap and when it comes to protecting Canada's west coast so is this government. Falling helicopters, automated lighthouses, closing CFB Chilliwack, snubbing B.C.'s Seaforth Highlanders for not being Canadian enough are examples of how this government really feels about British Columbia. Why does this government have more military personnel overlooking the Rideau Canal than it has on the west coast of this country?

British Columbia In 1998-99 transfers to British Columbia by the federal government will exceed $3.3 billion. This will account for 16% of B.C.'s estimated revenues. That works out to $825 per person. The lowest interest rates in years means that B.C. has saved $340 million over the last three years. By increasing the cash floor component to the Canada health and social transfer, B.C. will get an additional $920 million over six years.

Division No. 118 The Minister of Fisheries and Oceans has stated to our committee that there is no 12 mile protection zone around Langara Island on B.C.'s west coast from commercial trawlers. He definitely stated there was no protection zone around that island. However, DFO documents clearly state otherwise. The minister also stated that one should never give allocation of quota from one sector of the fishing industry to another.

Fisheries Its unemployment rate is up one half of one per cent in a single month. Today we got our answer. For starters the Liberals are going to cut B.C.'s fishing quota in half. Up to 5,000 B.C. fishermen and plant workers will be laid off. My question is for the Prime Minister. Why does British Columbia have to pay the price for federal mismanagement of the west coast fishery?

Budget Implementation Act, 1998 The responsibility of that has to be shared with the New Democratic government that is there. Trying to blame free trade and NAFTA for the downturn in B.C.'s economy is ludicrous. The economy in this country is on a positive swing because of NAFTA and the free trade agreement. The reasons companies are going south, and I have talked to many of them and I have talked to many individuals who are taking their money south, are high taxes and the economic climate that has been created by an NDP government.

Liberal Convention In case Liberal members do not know, British Columbia is a large mountainous area just to the west of Calgary. I should point out that B.C.'s economy has slipped from first in the country to tenth.
