Customs Act  For these customs agents not to have the capacity to stop, detain and arrest people suspected of driving on to our highways impaired and endangering law abiding Canadian drivers I think is troubling. We are encouraged by Bill C-18's empowerment of those custom agents so that they can essentially act as a first response capability at our borders, a first response capability for criminals and for those suspected of impaired driving.

Amendment To The Constitution Of Canada (Quebec)  They stated: With the redesign of the Public Education Act and considering the judicial perspective provided by the supreme court in 1993, we feel that this change is desirable throughout Quebec, including in the cities of Montreal and Quebec. I would like to add that the Right Reverend Andrew S. Hutchison, Bishop of Montreal, in a letter to Minister Dion, stated: The changes to section 93 proposed by the Government of Quebec, by which it would no longer be required to maintain denominational school boards, appear reasonable and in compliance with the positions traditionally adopted by the Anglican Church.

Euthanasia  Referring to the motion before us, while it is clear that I am of the opinion we should not be considering any amendments to the Criminal Code at this time, and I stress at this time, I would also suggest that attempts to do so are fraught with difficulties even when one purports to deal with subject matter upon which there is apparent agreement. A year ago Bill S-13, an act to amend the Criminal Code, protection of health care providers, was introduced in the Senate and was later the subject of second reading debate in that house. Income Tax Conventions Implementation Act, 1997  It was under that understanding and under that law that people made their retirement plans and did the financial planning for their families. That is what it was based on. Then in November 1995 the government introduced Bill S-9 in the Senate. That bill introduced a very important change. The Canadian government would not collect taxes on social security payments but instead there would be, in effect, a withholding tax taken off the paycheques of Canadian citizens by the American government.
