That Liberal member pointed out how bad Bill S-9 was, that it was not really a Liberal bill, and that he was disappointed the Liberal Party could support it.

At a time when funding for Canadian colleges, universities and institutes is being reduced through cuts in transfer payments, the House is about to pass legislation today that will see Canadian taxpayers funding United States universities and colleges.

Supply  So, the objective of the opposition motion is to allow the Prime Minister, the current government, to reaffirm what he said in the 1970's and 1980's, that is, if they do not win, they will let Quebecers separate. The current Prime Minister made that statement. When he says: "I'll let Quebeckers separate", which in his vocabulary is about the most terrible thing that could happen, there is a fundamental recognition that, if the results make sovereignty possible, it will have to be accepted by the Canadian government.

Alternative Fuels Act  Mr. Speaker, it is my pleasure to rise today in support of Bill S-7, an act to accelerate the use of alternative fuels for internal combustion engines. With the passage of this forward looking legislation, the federal government will assume a leadership role in the reduction of greenhouse gas emissions by requiring by the year 2004 the conversion of 75 per cent of its fleet vehicles to cleaner burning fuel.

Alternative Fuels Act  If we want to leave a valuable legacy to our children, we must protect the earth. Obviously, I am in favour of Bill S-7, because its purpose is to convert 75 per cent of all federal vehicles by the year 2004 so that they can run on fuels that are less damaging to the environment. I think that this should have been done a long time ago.

British Columbia  Speaker, today we read of the sad and unfortunate conclusions of a one-time prominent Conservative senator who, having spent a lifetime trying to change the federation from within, is now reduced to bitter mumblings about B.C.'s separation from Canada. What went wrong? Perhaps it started with the Liberals and the national energy program, an arrogant, me first initiative that gouged the west and catered to the east.

Canadian Human Rights Act  Recall that in December 1992, when justice minister Kim Campbell introduced Bill C-108, an act to amend the Canadian Human Rights Act, one amendment in the bill added sexual orientation as a prohibited ground for discrimination. Simultaneously, Bill S-15 was introduced in the Senate by Senator Kinsella who has recently introduced Bill S-2 which has just passed the Senate again. Both bills were interrupted by the dissolution of Parliament.

Bill S-7 is a positive addition to the recent announcements made by the government regarding federal support for the ethanol industry and the removal of MMT from gasoline.
