Manganese-Based Fuel Additives Act  The campaign was put together by pollution probe and included some major sponsors: Canadian Tire Corporation, Consumers Gas, Petro-Canada, the Ontario Ministry of the Environment and Environment Canada, to name a few. B.C.'s lower mainland, where I come from, parts of New Brunswick and the Windsor-Quebec corridor were found to be the three worst areas in the country for smog pollution. The people of Hamilton East, part of the Windsor-Quebec corridor, need to know their member of Parliament, who happens to be the Minister of the Environment, is banning a substance which would help to reduce urban smog.

Alternative Fuels Act  Now the moment of truth has come for the Reform Party to show its true colours and to demonstrate where it really stands. As has been underlined on several occasions in this debate, the measure proposed in Bill S-7 to switch the use of fuels from fossil to alternative fuels just emerging in the marketplace would save the government $7 million in consumption and in maintenance terms. That is not a minor feature considering the interest expressed by the Reform Party on reducing government expenditures.

Alternative Fuels Act  Mr. Speaker, I am pleased to address my amendments to Bill S-7. There are four in number but all deal with one subject which is mainly to remove crown corporations from the effects of this bill. It is a well known and well developed tradition in this country that crown corporations at the basic managerial level should be able to operate at arm's length from the political sector.

Electoral Boundaries Readjustment Act, 1995  Mr. Speaker, the major source of dioxins and furans identified in Canada today include municipal and hazardous waste incinerators, effluents from pulp and paper mills, long range atmospheric transport from other countries and contaminants in such chemical products as pentachlorophenol and PCBs.

Canada-United States Tax Convention Act, 1984  moved that Bill S-9, an act to amend the Canada-United States Tax Convention Act, 1984, be read the first time. (Motion agreed to and bill read the first time.)

Criminal Code  This legislation says in effect that if x goes out and hits y because he just does not like y 's face and injures him and he is convicted of let us call it assault causing bodily harm, so we do not have to worry about private prosecutions here, the provisions in this legislation would not kick in.

Alternative Fuels Act  I am prepared to listen to the debate on this bill and make a determination which way I will be voting at the conclusion of the debate but it is pretty obvious which direction I am leaning at this point. He says: "I am contacting you regarding S-7, an important piece of legislation awaiting third reading in the House". Then he explains five benefits of passing the bill like "industrial benefits resulting from increased private sector investment of $40 million to $50 million".

Alternative Fuels Act  Members may know if they have ever read Scientific American that of all the modes of transportation the one requiring the least amount of energy per kilometre is the bicycle; the clear winner over every other form of transportation. If we want to reduce costs and pollution we ought to be pushing bicycles. Bill S-7 specifies we should go for alternate fuels. One of the things that disturbs me or causes me the most amount of concern is here again we have the push toward quotas and legislative requirements.

Alternative Fuels Act  One is either on the side of the angels on that one or not. Today we are talking about Bill S-7, the alternative fuels act. In my opinion it is not quite so cut and dried. Our party is basically a free enterprise party. Our position is that if it can be done in the marketplace by the marketplace that is probably where the motivation and the determination for what happens in life should be made, primarily if we are talking about things commercial.

Alternative Fuels Act  There are six motions in amendment standing on the Notice Paper for the report stage of Bill S-7, an act to accelerate the use of alternative fuels for motor vehicles. Motions 1 and 4 have been withdrawn. Motions Nos. 2, 3, 5 and 6 will be grouped for debate. A vote on Motion No. 2 applies to Motions Nos. 3, 5 and 6.

Environment  We believe that some of the recently announced policies on issues like the Commission for Sustainable Development and also the very excellent initiative of Bill S-7 by Senator Colin Kenny, which will begin to create a market for alternative fuels in this country, will get smog out of the air and keep those tulips growing and make sure that all urban areas of the country also benefit from a cleaner environment, which is something we owe our kids.

Mining Exploration And Development  Those familiar with the industry may recognize some of the major manufacturing exploration companies in my riding, such as Boart Longyear, Warren Equipment Ltd., JKS Boyles Ltd., and J. S. Redpath Ltd. These companies are all located within the city of North Bay and employ a large portion of the local workforce. However the importance of the continued success of the mining industry extends beyond these big players.
