Speech From The Throne Having stated this truism, I feel compelled to state that the Canada Assistance Plan is partly to be blamed for this dependency. For example, because of the CAP, in the 1980's, Quebec was unable to claim 50 per cent of the assistance it wanted to give low income workers to help them stay in the work force. Under this plan, assistance could not be given to people who did not pass the needs test.

Natural Resources Mr. Speaker, as the committee on natural resources requested during the examination of the Department of National Resources Act, the Minister of Natural Resources tabled this morning the fifth annual report to Parliament, "The State of Canada's Forests, 1994". Canada's forests continue to be a major engine of economic growth for Canada, particularly in certain regions of the country such as my home province of New Brunswick, but they are also essential to our environment.

Treatment Of Municipal Sewage Yet many municipalities routinely fail to comply with permits on the discharge of sewage from outfalls. The Fraser River is B.C.'s most endangered watershed with a sewage discharge amounting to 450 billion litres per year. If one were to package the sewage into one-litre milk cartons and pile them one on top of each other, a year's discharge would extend to the planet Mars and back with enough left over for 100 side trips to the moon.

Manganese-Based Fuel Additives Act The campaign was put together by pollution probe and included some major sponsors: Canadian Tire Corporation, Consumers Gas, Petro-Canada, the Ontario Ministry of the Environment and Environment Canada, to name a few. B.C.'s lower mainland, where I come from, parts of New Brunswick and the Windsor-Quebec corridor were found to be the three worst areas in the country for smog pollution. The people of Hamilton East, part of the Windsor-Quebec corridor, need to know their member of Parliament, who happens to be the Minister of the Environment, is banning a substance which would help to reduce urban smog.

Alternative Fuels Act Now the moment of truth has come for the Reform Party to show its true colours and to demonstrate where it really stands. As has been underlined on several occasions in this debate, the measure proposed in Bill S-7 to switch the use of fuels from fossil to alternative fuels just emerging in the marketplace would save the government $7 million in consumption and in maintenance terms. That is not a minor feature considering the interest expressed by the Reform Party on reducing government expenditures.

Alternative Fuels Act Mr. Speaker, I am pleased to address my amendments to Bill S-7. There are four in number but all deal with one subject which is mainly to remove crown corporations from the effects of this bill. It is a well known and well developed tradition in this country that crown corporations at the basic managerial level should be able to operate at arm's length from the political sector.
