Social Security Program  Madam Speaker, I stand here amazed by the member's approach to this issue. The real question must be is anybody on the top side of God's green earth prepared to defend this deal on its merits? Is the member defending the way the members of the now defunct Conservative administration set up this deal?

Citizenship Act  They reported that the number of babies born to non-resident mothers in B.C. has been between 246 and 333 a year for the last three years according to B.C.'s vital statistics division. These numbers may be much higher as they do not take into account those maternity cases that only appear to be resident because of a B.C. address on their hospital records.

Supply  There is a very simple solution and I would like to read a couple of comments out of yesterday's Quorum : The National Transportation Agency estimates 1.1 million tonnes of grain last year that landed in Thunder Bay was backtracked to Winnipeg, Canadian Pacific Ltd.'s gateway into the U.S. and to Fort Francis, Ont., Canadian National's link to the U.S. These cars are being held up by backtracking and it is costing us money. It is a very simple problem to solve.

Energy  Mr. Speaker, today I wish to give the House an update on the program to increase energy efficiency. Next week in Bathurst the energy and environment ministers will get together to discuss voluntary measures to increase energy efficiency. In September of this year the federal ministers of natural resources and environment along with the provincial representatives of this initiative sent letters to about 250 CEOs of major companies involved in industry such as forestry, manufacturing, and oil and gas seeking voluntary commitments to limit greenhouse gas emissions.

Recognition Of The Patriotes Of Lower Canada And The Reformers Of Upper Canada  In his motion my colleague recommends that the House should officially recognize the historical contribution of the Patriotes of Lower Canada and the Reformers of Upper Canada to the establishment of a system of responsible, democratic government in Canada and in Quebec. Before I start I would like to quote briefly from an article written by S. W. Wallace, which was published in the first issue of the Canadian Historical Review : The real significance of Canadian history lies in the fact that in the evolution of the new and unprecedented phenomenon, the British Commonwealth of Nations, Canada has played a leading part.

Department Of Public Works And Government Services Act  Mr. Speaker, it is a pleasure to talk about the legislation presently before the House and to look at the amalgamation of different government agencies into consolidated departments, particularly this one of public works and government services. The amalgamation of most of the federal government's common services into one portfolio is a sound step toward improved efficiency and better service delivery of government programs and services.

Supply  Even the Prime Minister is consulting the health stakeholders to define the health care system for the next century in the absence of the provincial premiers and health ministers. In the end, the Toronto Star 's allegations are being confirmed: the shortfall of the next two fiscal years will be recovered through made up for with cuts in social programs. That is what this government's political agenda boils down to.

Forests  Mr. Speaker, during the parliamentary break, Canada and Malaysia hosted an international conference here in the capital. This conference focused on efforts to improve sustainable forest management around the world. It is of great significance that Canada and Malaysia and other participants have been able to establish a process which furthers the aims established in Rio in 1992.

Old Age Security Act  The intent of the proposal is to amend the Old Age Security Act in order for the minister to be able to exempt some recipients from filing an annual application for the renewal of the guaranteed income supplement and spouse's allowances. However, the Bloc Quebecois cannot support Bill C-54's provisions which change access to some information, since the government wants to increase the number of departments, agencies and persons given access to personal information used in the administration of the acts amended by this bill.
