Protecting Canada’s Immigration System Act  This is something this new Conservative majority government has refused to do 18 times. This is but one example. The government killed the Canadian Wheat Board, with which I know the minister is familiar, using time allocation. My question is why is the government, time and time again, resorts to time allocation as a way to prevent legitimate, honest debate inside the House of Commons, thereby stealing the voices of Canadians--

Business of Supply  Speaker, unashamedly, I can say that the rest of us in the House are Boy Scouts when it comes to raising funds based on issues. You did it with the Wheat Board, you did it with the gun registry, send us money, send us money. How dare you point across the House and accuse us of doing something like that? That is just shameful.

Port of Québec  It is of great concern for a lot of people in the province of Manitoba, especially now with the government's bill to kill the Canadian Wheat Board. The long-term impact that is going to have on the port of Churchill is going to be fairly profound. Ultimately, it could close down that port or, at the very least, prevent many shipments of our prairie merchandise or commodities in the future.

Canada-Panama Economic Growth and Prosperity Act  I have had the opportunity to work with the member for Winnipeg Centre and I saw how he stood up for farmers in western Canada and others in the Canadian Wheat Board fight. However, the one thing I did not see were the backbenchers on that side who come from Western Canada stand up. They did not allow democracy to flourish. They would not allow a vote.

Canada-Jordan Economic Growth and Prosperity Act  We are concerned that the government has not really been there to support the industries to the degree that it could have been, which has caused a great deal of concern. It has taken some actions, such as the killing of the Canadian Wheat Board, which will have a very profound impact on our western provinces. Once again, we are pleased to see that this bill is here and to, ultimately, see it go to committee, but we really do believe that the government needs to put more emphasis on and give more attention to the whole issue of the trade file with some of our larger trading partners.

Standing Orders and Procedure  What I do believe is that we need to establish something that guarantees a minimum number of hours for debate before a government is allowed to bring in time allocation. There are some pieces of legislation brought forward, such as the wheat board legislation, the back to work legislation, and other pieces of legislation, on which I believe members of the House should at least be afforded the opportunity to speak. The only way we can do that is to ensure there are a minimum number of hours for debate.

Financial System Review Act  Some are dated, like Bill S-5, which is relatively non-controversial and should be able to pass through relatively quickly. For other bills, such as the Canadian Wheat Board or the pooled pension plan, time allocation should be put off until well after the opposition has been afforded the opportunity to legitimately debate the issue. I ask the government House leader with all sincerity if he does not see the merit of working with opposition House leaders to have better, more functional House proceedings that would allow for adequate debate on those bills that are important to Canadians.

Justice  Mr. Speaker, when it came to the Wheat Board, the Prime Minister was the first one to say that we could not bind future Parliaments. That is exactly what he is now saying that he cannot do it. On another topic, Senator Boisvenu was encouraging suicide as a criminal justice policy.

Restoring Mail Delivery for Canadians Act  Is that not a major contradiction with what his own party is trying to do when it comes to the Canadian Wheat Board? The government is denying farmers the right to vote on whether the wheat board remains or not. Is that not a major contradiction? I ask the member if he could maybe explain that to the House and to the member for Peterborough?

Information & Ethics committee  One of the concerns with some of the agencies, and not only your own, not only CBC, was that when the government applied access to information to them--the Canadian Wheat Board is another one.... There are certain people out there who really want to use access to information, I believe, to either find reasons to attack the CBC or the Canadian Wheat Board or find ways in which they might be able to gain commercial advantage.

Canada-Jordan Economic Growth and Prosperity Act  Whether it was the more politicians bill that was passed by the government yesterday, whether it was killing the Wheat Board bill that was passed by the government, these are the types of things with which the current government is taken and it thinks nothing of it. It is almost as if this is the new norm for this majority government.

Canada-Jordan Economic Growth and Prosperity Act  In fact, as I said the other day, on the areas of conflict with the United States, they give up certain things and get nothing in return. The Canadian Wheat Board is a prime example. It was challenged 14 times by the Americans. They could never win as a violation of a trading agreement, but the Conservatives have given it away and gets absolutely nothing in return.

Points of Order  The fact of the matter is the Liberal leader is today doing parliamentary duties, trying to argue the point of the Canadian Wheat Board and the government's lack of respect for the rule of law. I would ask that the House leader of the reprehensible government get up and apologize for what he said in the House with respect to the Liberal leader.

House debate  If there is one thing that will be certain as a result of the government's action in destroying the Canadian Wheat Board, it will be uncertainty in the grain markets. That will be the bottom line. The key point is that we are asking the government to abide by the rule of law, as the Federal Court has asked it to do.

Foreign Affairs committee  The face of Canada that was in Yemen just about ten years ago was that everybody knew about Nexen and they also knew about the Canadian Wheat Board, mostly about wheat itself. The kids would buy wheat at the shops and they would ask for “Canada”. I remember meeting both groups, who were on the trade mission with us. Nexen was a really good corporate citizen there.
