Divorce Act  Madam Speaker, I feel compelled to rise to defend the McGill Redmen football team, and to avoid a Tory attack ad tomorrow, saying that the minister denigrated McGill. However, as the minister stated, the committee heard from over 50 witnesses and made numerous amendments. Does the minister believe that the work of the committee enhanced the bill and allowed it to move forward more rapidly as a result of the committee having brought forward the ideas of Canadians who came before it?

Business of Supply  Mr. Speaker, we are hearing two things here. The Quebec members in the Conservative Party are saying that Quebec will do the form. The member is not saying that, because it would be unpopular in the rest of Canada if he said that Quebec would do the form. We in Canada have shared jurisdiction in the level of taxes.

It is also a pleasure to see the House of Commons from the eyes of a new member, recognizing the awe we hold this place in and how lucky each and every one of us, from all parties, is to be part of this great place representing Canadians.

In this case, I refer back to the motion with reference to numbers from one study from the Fraser Institute in which the first footnote of the study says that it did not consider the Canada child benefit.

They are looking to see how much more money is in their pockets than there was before. In this Conservative motion, we are talking about statistics that come from a Fraser Institute study from September 2017.

Canada Labour Code  Madam Speaker, we just debated the Divorce Act. Liberal, Conservative and NDP members of the Standing Committee on Justice and Human Rights unanimously agreed to amend this bill to guarantee the right to divorce in French or English anywhere in Canada. We want minority language communities to flourish.

Canada Labour Code  Madam Speaker, I listened very carefully to what the member said. He said that he wants the Quebec Charter of the French Language to apply to federal employees in Quebec. That would mean that the only federal employees governed by the Charter of the French Language would be those working in Quebec.

Canada Labour Code  Madam Speaker, as a member from Quebec, I am very proud to be Canadian. I am very proud to be part of a country where people can speak in the House of Commons of Canada in English or in French, whether they are from Quebec or any other province. I as an English-speaking Quebecker will defend both languages in the same way I did when I ensured that French-speaking people in British Columbia and French-speaking people in Newfoundland would have the right to divorce in French when I chaired the justice committee and brought that amendment to that bill.

Genocide Education  Mr. Speaker, on this 70th anniversary of the UN adoption of the genocide convention, we live in a world where this most atrocious of crimes still exists. This House has recently recognized that Yazidis and Rohingyas were victims of genocide, but even in our own land we are seeing increases in hate crimes targeting the Jewish, Muslim and black communities.

Criminal Code  Madam Speaker, absolutely. As I was mentioning, in our discussions at committee, we wanted to clarify consent. Therefore, rather than using the words the Senate has used, which we believe go far beyond what the J.A. decision codified, we clarified the provisions by saying that consent must be present at the time the sexual activity in question takes place, making it clear that it has to be ongoing consent and not implicit consent from a previous act that applies to the current act.
