House debate  Madam Speaker, I neglected to do this earlier, but I should have said in my first intervention a couple of days ago that I am very happy to be back here to represent the folks of Fleetwood—Port Kells in Surrey. A thought that came up about our oil and gas sector is that the problem a lot of people have with it is when we use those products for energy, when we burn them.

Business of Supply  Madam Speaker, I have two quick questions for my colleague across the way. First, in terms of the position that the Conservative Party is taking on the matter of China, has it consulted with constituents on the Prairies, particularly those in the agricultural sector? Obviously, China represents a major market and the absence of that would be hurtful to many of the folks that the member represents.

Resumption of Debate on Address in Reply  Mr. Speaker, I am a native Albertan and when I was a young fellow, the Turner Valley southwest of Calgary was pumping more oil than any other place in the Commonwealth. However, Turner Valley is dry now. The oil is gone. There should have been a lesson there for Alberta to diversify, but here it is, all these years later, and perhaps not enough has been done.

Canada-United States-Mexico Agreement Implementation Act  Madam Speaker, it is a little difficult to hear criticism from the Conservative side on this, simply because Conservatives played such a great part in Team Canada. Rona Ambrose, John Baird and others were there, shoulder to shoulder with our negotiating team, and yet there was the spectacle of members on the benches opposite appearing on American media and undercutting the work we were trying to do.

Committees of the House  Mr. Speaker, I have the pleasure to present, in both official languages, the 31st report of the Standing Committee on Transport, Infrastructure and Communities, entitled “Bus Passenger Safety”. There are some considerable public policy issues found in the facts of this report, and the recommendations certainly bear review, because the obvious answers to bus safety in Canada are not so obvious when looking at the technical issues that are involved.

Criminal Records Act  Madam Speaker, first of all, as I understand, the direction we are going in is to allow people to apply for pardons at no cost. Cost is an issue I would like the hon. member to reflect on a bit. For the longest time, police were enforcing cannabis possession, and the only tool they had at their disposal was to charge somebody, who would end up with a criminal record.

Budget Implementation Act, 2019, No. 1  Mr. Speaker, it was interesting to hear the hon. member bring up the issue of income splitting, because that is something the previous Conservative government put forward prior to the last election. It is interesting to note that an analysis done on income splitting of the type the Conservatives were advocating said that for the primary beneficiaries, 98% of the benefits would go to families with a single wage earner earning over $150,000 a year.

Budget Implementation Act, 2019, No. 1  Mr. Speaker, we have heard quite often from the Conservatives that balancing the budget is an important thing. We saw their attempts to do that back in 2015 by cutting drastically and limiting the opportunities for Canada to grow and expand. At the same time, there is another way.

Labour  Mr. Speaker, businesses and constituents in our riding have been very concerned about the status of collective bargaining at the Port of Vancouver. Just yesterday, I received an email from the owner of a small business in Fleetwood—Port Kells who has two containers on the way into port full of products that his customers need to get very quickly.

Criminal Records Act  Mr. Speaker, something puzzles me about the position of the New Democrats on this issue and perhaps the hon. member can clear it up for me. The NDP have called for the decriminalization of certain substances, more than just cannabis. However, the way I see it is that decriminalization leaves the production and the profits in the hands of criminals.

Indigenous Affairs  Mr. Speaker, it is an eye-opening statistic that people living on reserve in Canada are 18 times more likely to be evacuated as the result of a natural disaster compared to those living off reserve. In recent years, thousands of first nations people in my home province of British Columbia, and across the country, have had to evacuate due to wildfires, floods, wind storms and landslides.

Religious Amity  Madam Speaker, we approach Easter, the time of sacrifice, renewal and hope in the Christian world, I wanted to share a story. In Fleetwood—Port Kells, we have a very large Catholic high school, Holy Cross. Last year, I was there to help it celebrate the grads, and with me was a member of my constituency office staff, a devout Muslim.

Enver Creek Secondary Robotics Team  Mr. Speaker, there is a great accomplishment to report from my home riding of Fleetwood—Port Kells in Surrey. Enver Creek Secondary in Fleetwood sent its senior robotics team to the VEX competition held earlier this month in nearby Port Moody, where they topped the field of 25 teams to be ranked first in the world for their programming skills.

Opioid Crisis in Canada  Mr. Chair, what we have heard so far tonight is that we need demonstrated action and measurable results. I have also heard tonight that there are 28 safe consumption sites in Canada. My guess is that tens of thousands of people have used these sites over the last number of years, and we know of the statistic that 1,100 have suffered overdoses there, but have been saved.
