Digital Charter Implementation Act, 2022  Madam Speaker, privacy rights are so critical. When they are violated, consumers deserve to be compensated. There have been numerous examples in the United States where consumers have been compensated in the realm of hundreds of millions of dollars. For the same breach here in Canada, consumers have not been compensated.

Criminal Code  Madam Speaker, this bill does take a number of positive steps, but I am curious as to why the government left out the recommendation from the justice committee's report on access to justice and legal aid. It called on the federal government to replace the legal aid funds currently included in the Canada social transfer with a specific earmarked legal aid fund for provinces, administered under the Department of Justice Canada's legal aid program.

Climate Change  Mr. Speaker, the Minister of Environment is back from COP27, empty-handed. He spent his time defending the interests of big oil companies. Today, he had a chance to make carbon pricing fairer and ensure that big polluters really pay what they owe. Again, he failed Canadians. Why is it so hard for that minister to stand up to big polluters?

Victoria SAFER Initiative  Mr. Speaker, we are in the midst of a toxic drug crisis. We need a health-based approach to substance use that reduces stigma and addresses the root cause of addiction. It is critical that organizations providing harm reduction services have long-term, stable funding. The Victoria SAFER initiative is an incredible program run by AVI Health and Community Services.

Public Complaints and Review Commission Act  Madam Speaker, I want to congratulate the hon. member on her re-election as leader of the Green Party. I am wondering if she could comment on the importance of this legislation and of strengthening this legislation, especially when it comes to the illegal spying against law-abiding protesters.

Public Complaints and Review Commission Act  Mr. Speaker, Grand Chief Stewart Phillip has been calling for amendments to this proposed legislation to ensure that, if established, the enforcement watchdog would employ indigenous people as both decision-makers and complaints investigators. This was one of the recommendations that came out of the House committee study on systemic racism in policing.

I also wanted to bring up our colleague, the member for Nunavut, who made me aware that there are children being bused back and forth, waiting 40 minutes to go through customs every day, just in order to attend school.

Public Complaints and Review Commission Act  Mr. Speaker, I fundamentally disagree with some of the member's positions, in particular on safe supply. Health experts and addiction specialists have been calling on the government to decriminalize and create a safe supply because it would save lives. However, I think the member has a point about the government making statements about ideals and principles, but then failing when it comes to delivering the policies that would actually make a difference.

Climate Change  Mr. Speaker, people are worried about the climate crisis, especially since Canada just received embarrassingly low marks for climate action at COP27, scoring 58 out of 63 countries. Only Russia, South Korea, Kazakhstan, Saudi Arabia and Iran ranked lower. While people are losing their jobs, homes and lives during heat waves, flooding and forest fires, the Liberals keep handing out subsidies to big oil, breaking climate target after climate target.

Climate Change  Madam Speaker, the climate crisis is also a water crisis. From catastrophic flooding to the devastating impacts of hurricane Fiona and the unprecedented mass die-off of salmon in B.C. streams, Canadians are feeling the impacts. Canada is already spending $1.9 billion each year on climate damages from extreme weather, and that number will only continue to grow.

However, I am still reeling from the fact that the Conservative colleague who spoke before her called into question whether humans are responsible for climate change. The science on the human contribution to modern global warming is clear.

Strengthening Environmental Protection for a Healthier Canada Act  Madam Speaker, this bill does not address ambient air quality standards, even though air pollution contributes to over 15,000 deaths in Canada each year and air pollution is likely one of the most common ways that the right to a healthy environment would be violated. Would the member support including requirements that the implementation framework for the right to a healthy environment include actions that the minister would take when ambient air quality standards are exceeded?

Oil and Gas Industry  Mr. Speaker, this weekend, the environment minister criticized oil and gas companies for paying out huge profits to their shareholders instead of taking climate action, but it is hard to believe the minister's fake outrage when the Liberals are still handing out billions of dollars to big oil, all while these corporations rake in record profits.
