Questions on the Order Paper  With regard to compensation for farmers who produce products subject to supply management resulting from signing the United States-Mexico-Canada Agreement and other trade agreements: (a) broken down by type of producer (dairy, chicken, etc.), what is the total amount of compensation sent to farmers in (i) 2019, (ii) 2020; (b) in the year immediately following August 19, 2019, when a news release was put out by Agriculture and Agri-Food Canada announcing that $345 million in compensation will be paid to dairy producers in the first year in the form of direct payments, how much was actually paid out; and (c) for all planned payments over the next five years, broken down by type of producer, what are the (i) dates, (ii) amounts, (iii) formula used, (iv) name of trade agreement compensation was related to?

Agriculture  Madam Speaker, in March at the agriculture committee, the minister suggested that farmers' carbon tax payments are less than 1% of their expenditures, but obviously that is not the case. It is far more than that. The Parliamentary Budget Officer released a report showing that farmers will pay $226 million over the next four fiscal years for using propane and natural gas on their farms.

Agriculture  Madam Speaker, make no mistake: Extending the carbon tax exemption to propane and natural gas could make a real difference on Canadian farms, and across Canada. Propane and natural gas are used not only to heat barns but, if there is no other option, also for grain drying. Why are the minister and her cabinet colleagues dragging their feet to make a small change that could make such a big difference for Canadian farmers?

Business of Supply  Madam Chair, is the minister aware that the 2021 season for greenhouse growers begins in January in Ontario? This is when they need their international farm workers. We need to hear from the minister what she will do to guarantee that we can put them to work right away, when they are needed, and I have a suggestion for her.

Business of Supply  Madam Chair, is the minister not aware that the Government of Canada is already partnering with the Government of Alberta in a rapid-testing pilot project at the Calgary Airport for travellers who are arriving internationally? On Tuesday, here in Ontario, the premier of Ontario announced rapid testing, with results in as little as two minutes, will be more available, especially in long-term care facilities and in partnership with a few Ontario employers.

Business of Supply  Madam Chair, does the minister not understand that this is a key piece in ensuring Canadians' food security in terms of preventing food shortages, guaranteeing the safety of food produced and to holding down food prices? Again, I will ask the minister this: Does she feel it is important, and will she work with the Province of Ontario, in implementing the pilot test project for greenhouse workers coming in January?

Business of Supply  Madam Chair, will the minister at least agree, perhaps with flexibility, when producers have large acreages or large greenhouses, that their workers can both isolate and continue to work at the same time, so they can tend to the crops, we can ensure food security and we do not go down the same road that we did earlier in the spring?

Business of Supply  Madam Chair, earlier this year, about 360 international farm workers, who were working in greenhouses in Leamington, Ontario, were put in solitary confinement after being required to quarantine in hotel rooms. They had no contact with anyone for 14 days, and 12 of the workers were found to be asymptomatic.

Health of Animals Act  Mr. Speaker, I thank my colleague for his bill. I also have farmers who have had protests on their farms in my riding of Lambton—Kent—Middlesex. I would like to ask him a quick question. Would the bill also protect the health and welfare of animals at fairs and rodeos? I have a lot of those in my riding as well.

Agriculture and Agri-Food  Mr. Speaker, Canadians are paying more for food, and it could get worse this winter. Last March, grocery sales were up $2.5 billion over February. While grocery giants bank this windfall, they continue to gouge farmers and processors with fees that they say are because of the pandemic.

Agriculture and Agri-Food  Mr. Speaker, what about protecting farmers and processors? Loblaws, Walmart and Metro want to gouge farmers and processors. Loblaws saw record third-quarter profits of about $400 million. Metro's fourth-quarter profits were up 11.4%. However, they want farmers and processors to pay for store expansions while groceries for families from Streetsville, Pointe-au-Baril and across Canada get more expensive.

Agriculture and Agri-Food  Mr. Speaker, the Minister of Agriculture said last week that year two compensation payments to dairy farmers under CETA and CPTPP would be paid by the end of the year. However, what was unclear from the minister was if she meant the end of the calendar year, December 31, 2020, or the end of the government's fiscal year, March 31, 2021, or the end of the dairy year, July 31, 2021.

Agriculture and Agri-Food  Mr. Speaker, Professor Charlebois from Dalhousie University has described the practices of grocery giants as “supply chain bullying”. He pointed to the fees charged to suppliers by grocery giants such as Loblaws and Walmart to pay for $6 billion in renovations to their stores. That is like making a multi-million dollar renovation on the cottage at Harrington Lake and expecting taxpayers to foot the bill.
