Cannabis Act  Mr. Speaker, I would second the notion that the war on drugs is an abject failure, with cannabis no less than other substances. When we look at the Colorado model, we see that those who were not convinced in the first place have seen the successes and have been converts. I expect the very same thing to happen here in this House.

Cannabis Act  Mr. Speaker, as I was saying, the black market has no age limit and no quality controls. We also know there is a better way. With tobacco use, we have seen a public health approach succeed, not prohibition but a focus on regulation, restrictions on public use, restrictions on commercial advertising, and a focus on education.

Cannabis Act  Mr. Speaker, I rise today in support of the cannabis act. It closely follows the recommendations from the task force report of last December, and overall it is a public health approach that also treats Canadians like the responsible adults we are. We talk a lot about protecting young Canadians in the House, and it is especially important during this particular debate.

Cannabis Act  Mr. Speaker, I have a simple question. We have talked a lot in this House about harms. Many substances have harms. Cannabis has potential harms. Alcohol has potential harms. Tobacco has potential harms. If the member wants to criminalize cannabis, what else would he like to criminalize?

Cancer  Mr. Speaker, Gilda Radner once said that having cancer gave her membership in an elite club she would rather not belong to. We all know friends and family who have had membership in that club. I have lost uncles. My wife lost her mom. For years since, Amy has run a health-promoting supper program at Gilda's Club Greater Toronto, an organization dedicated to the idea that no one should face cancer alone.

Petitions  Mr. Speaker, the Canadian Autism Leadership Summit took place in Ottawa a month ago. I rise today to continue to raise awareness of this important cause and to present a petition created by a young constituent from Beaches—East York. Emily Kalbun has been hard at work to not only raise awareness but to invite a direct change for autistic children, based on her own experience.

Yes, it is an idea that started in a beer league dressing room on that fateful day when our Maple Leafs hired the best coach in hockey.

The Budget  Mr. Speaker, I honestly did not expect to stand to address a Conservative question demanding more spending, but I am happy to address it. At the outset of my speech, I indicated that $3.4 billion of new money would flow to first nations. The idea of budget 2017 is to focus specifically on and clarify where some spending allocations set out in budget 2016 will go.

The Budget  Mr. Speaker, first, I outlined some funds flowing for clean water protection. I did not mention the other. There are two aspects in our budget that speak to clean water specifically. I recognize it is in the tens of millions of dollars, not the billions of dollars. There is significant funding for clean technologies, though.

We have a youth council in my riding of Beaches—East York, chaired by two intelligent young women, Faiza and Noor. U.S. Decision Regarding Travel Ban  Mr. Speaker, the member spoke of the unjust executive order. I certainly agree with that assessment. I would just ask the member how we ought to respond to the consequences of that unjust order. Senator Omidvar suggested Canada should work with our international allies and help refugees who are left in the lurch as a result of the 120-day ban.

U.S. Decision Regarding Travel Ban  Madam Speaker, the member mentioned refugees left in the lurch. My community of Beaches—East York asked me to attend tonight and call on the government to put actions behind its words. I would note that, in the election, President Trump promised a Muslim ban that was fearmongering and discriminatory.

Controlled Drugs and Substances Act  Mr. Speaker, the member suggested that those on our side have been saying that Bill C-37 would save lives. Certainly, I am one of those speakers. I cited the Supreme Court's unanimous judgment of nine to nothing. I believe it was paragraph 133 that stated, “Insite saves lives. Its benefits have been proven.”
