Natural Resources  Mr. Speaker, as I said earlier in speaking about NOVA Gas, we will continue to make sure that good projects get done in a good way. I am pleased to entertain any project and any proposal from any investor in the world, but we have learned, certainly, over the past number of years that we must make sure we adhere to certain rules, regulations and guidelines.

Natural Resources  Mr. Speaker, this government was proud to support the NOVA Gas pipeline project. Indeed, we think that it points toward the future for not only Alberta but the country with respect to natural gas and a potential for hydrogen, but we needed to make sure that consultations were done properly.

Natural Resources  Mr. Speaker, one in every three workers in mining and oil and gas were able to stay in their jobs, thanks to the Canada emergency wage subsidy. That is a subsidy that is going to continue right through until next summer. It represents hundreds of millions of dollars to support energy sector workers.

As for the offshore, let me remind members opposite that this side continues to clean up the mess that the Conservatives made for Newfoundland and Labrador's offshore.

Natural Resources  Mr. Speaker, as Suncor said, the sad news of layoffs are a direct result of “the unprecedented drop in oil prices, the continued impact of the global pandemic and economic slowdown, as well as continued market volatility”. This is painful news for workers here in Canada and around the world, but there has hardly been rhetoric.

Across the globe, oil and gas producers are coping with two crises: a global pandemic and the aftershocks of a global price war.

Natural Resources  Mr. Speaker, in the face of COVID-19 and at the request of several indigenous communities, our government extended the deadline for a decision on the NGTL project in order to safely and meaningful consult and address outstanding concerns as appropriate. As the House knows very well, good projects only get done when we take the time and do the hard work to meet our constitutional duty to meaningful consult with potentially impacted first nations.

Forestry Industry  Mr. Speaker, we are expanding and extending the wage subsidy program through until next summer. Our sector was already hit and facing significant challenges before the COVID-19 pandemic hit. The wage subsidy is going to help more forestry companies in regions that have been hit hardest by these conditions.

COVID-19 Pandemic and Other Matters  Mr. Speaker, we have been there for the oil and gas sector of Alberta, Saskatchewan, and Newfoundland and Labrador from the get-go. Last month, EDC opened applications for companies with revenues between $100 million and $500 million that were financially viable before the pandemic.

COVID-19 Pandemic and Other Matters  Madam Chair, yesterday the House voted in favour of an expansion of the wage subsidy program. These changes will expand essential supports going into December for a lot of hard-working Canadians, the energy sector included. These changes will further assist the liquidity needs that will prevent further layoffs and will ensure that we continue to support our energy workers, regardless of where they are in this country, but we know particularly in Alberta, Saskatchewan and Newfoundland and Labrador.

COVID-19 Pandemic and Other Matters  Madam Chair, I would agree with the hon. member about how crucial this industry is, but I would disagree with the premise that net-zero makes us less competitive. If one talks to Cenovus and many of the other major players in the oil patch right across this country, they will argue that making sure we adhere to net-zero is, in fact, a competitive advantage.

That has to be done with the provinces and territories, and it has to be done with industry. Indeed, it has to be done very soon because the investment climate all around the world is changing.

There is no way we can get to net-zero as a country without Canadian oil and gas, in the same way there is no way we can have a competitive, thriving oil and gas industry in this country without net-zero.
