At least that was true the last time I checked. The leader of the opposition gave a speech vaunting libertarianism in its most brutal form: the unregulated free market.

Telecommunications Act  Mr. Speaker, since the member told us that there has always been a long list of Conservative leadership hopefuls, I would just like to quote his own words. He said, “I will resign, or join another party in the House of Commons, or sit as an independent, or help form another party.”

Telecommunications Act  Mr. Speaker, let us look at the bungling that has gone on in recent years. Ottawa arrested Meng Wanzhou, not for a common law crime, but for failing to comply with an American embargo. It kowtowed to the Americans on an embargo that Canada does not even share. There is also Ottawa's refusal to follow the leadership and initiative of the U.S., which acted very quickly with regard to Huawei.

Telecommunications Act  Madam Speaker, I thank my colleague for his riveting speech. I would like to ask him what he thinks about the government's strategy on Huawei and 5G. It seems to me that there were a lot of about-faces, that it took a long time and that there was a lot of dilly-dallying. I would like to hear my colleague's thoughts on that.

Telecommunications Act  Madam Speaker, there has been a lot of talk about TikTok and the fact that it could be used as a tool for interference. In fact, I closed my account at that time and, like everyone else, removed the app from my device. What does my colleague think about apps like WeChat, which are known to be spying platforms?

Aerospace Industry  Mr. Speaker, we are celebrating Aerospace on the Hill, and I would like to share the words of the late Jean Lapierre: “Aerospace is to Quebec what the automobile is to Ontario.” A true pillar of our economic nationalism, its innovation and vibrancy make us shine on the international stage.

International Trade  Mr. Speaker, in his state of the union address, President Joe Biden had some pretty bad news for Quebec. He announced that he will be strengthening his buy America policy by promising that all infrastructure projects will use only American materials. The first thing on his list was lumber.

International Trade  Mr. Speaker, all of our industrial sectors are worried about American protectionism. Nowadays, if one of our businesses has, say, $50 million to invest in its own growth, it may hesitate to do so. It may wonder if it should pursue growth in Quebec or if it should focus its efforts on the United States for fear of being excluded from American contracts.

Canada Early Learning and Child Care Act  Mr. Speaker, I thank my colleague for his speech. He and I are both members of Standing Committee on International Trade. This morning we had a rather turbulent meeting, but all the same, it is always a pleasure to work with him. That is my way of saying that we missed each other over the break.

Online News Act  Madam Speaker, Le Clairon, Le Courrier de Saint-Hyacinthe, Boom FM, Journal Mobiles, Radio Acton, La Voix de l'Est, La Pensée de Bagot, NousTV and TVME are the local and regional media in my riding. I want to pay tribute to them. They do incredible work. Some of them are community media.

Online News Act  Madam Speaker, I want to share a few statistics. Fully 98% of Facebook's total revenue comes from advertising sales; Google and Facebook take 80% of all digital ad spending; and Meta, the company that owns Facebook, generated $193 million in revenue in 2021, thanks to journalistic content, of course.

Online News Act  Madam Speaker, my riding has seven local media outlets: Le Clairon, Le Courrier, Boom FM, Journal Mobiles, Radio-Acton, La Voix de l'Est, and La Pensée. They all do an outstanding job. It is, however, abundantly clear that local and regional news are dying. Philanthropy and subscriptions are no longer enough.

Telecommunications Act  Madam Speaker, Bill C‑26 does contain some good solutions and some interesting elements. The only thing is, we will have to look at the details and see what is next. Are we giving the minister too much power? At the same time, we may have to think twice about giving more power to the minister at the expense of Parliament when we are not sure whether the minister will fulfill his commitments.

Telecommunications Act  Madam Speaker, as I said at the beginning, I was a bit critical. Unfortunately, in this country, in this Parliament and in this postnational system, it is clear that there is much hemming and hawing in far too many files. Take a look at the general political culture of other countries like the United States.
