Terrorism  Mr. Speaker, apparently everyone misunderstood what he meant to say, including President Macron. Europe is experiencing a troubling resurgence of Islamist terrorism, with three deadly attacks in the span of two weeks. Canada needs to be a reliable, steadfast, unwavering ally to our European partners in the fight against murderous ignorance.

The Prime Minister of Canada's phone did not ring because he said that freedom of expression had limits. Then, out of the blue, he changed his mind.

Terrorism  Mr. Speaker, a week ago, the House unanimously adopted a Bloc Québécois motion condemning the terrorist attack on teacher Samuel Paty and freedom of expression. This motion called on the federal government “to fly Canada's flag at half-mast”. Even the Prime Minister agreed to adopt this motion, even though he claims today that he did not realize it.

Terrorism  Mr. Speaker, I heard his response yesterday, and it is the same today. It is not the answer to the right question. I will repeat my question. The House voted unanimously to lower the flags to half-mast in memory of Samuel Paty. The Liberal government chose not to do so. The Prime Minister took 11 days to condemn the beheading of this French professor, killed in reaction to a lecture on freedom of expression.

Citizenship Act  Madam Speaker, I listened carefully to my colleague's speech and to the excellent speeches by my colleagues from Saint-Jean and Abitibi—Baie-James—Nunavik—Eeyou. I also listened to a question from the deputy government House leader. He said that few of the 94 calls to action are for the federal government and that they also involve other jurisdictions.

Terrorism  Mr. Speaker, it took the Prime Minister 11 days to condemn the murder of Samuel Paty, a teacher, by an Islamic fundamentalist. Then, on Friday, he made some dangerous statements. In reference to a terrorist who killed a man for showing caricatures, the Prime Minister stated that freedom of speech is not without limits.

Terrorism  Mr. Speaker, everyone knows that freedom of speech already has limits. For instance, hate speech and defamatory statements are prohibited. What the Prime Minister is suggesting is that any opinion likely to upset someone should be censored, and that violence would be an acceptable response to comments one does not like.

Intergovernmental Relations  Mr. Speaker, when the Canadian army was deployed to arrest 497 people and intimidate thousands of others in October 1970, René Lévesque said that the wolves had been unleashed. He called it a shameful day. The military burst in on innocent people in the middle of the night, brandishing machine guns, and then arrested these people without cause and detained them without explanation for days on end.

Criminal Code  Mr. Speaker, again, I think that is an extremely legitimate concern. We cannot allow people to be euthanized based on a consent that might not reflect their true intentions. That is why it is so important to bring in parameters and safeguards that allow us to be sure of the person's consent.

Criminal Code  Mr. Speaker, I sincerely believe that, in most cases, apart from the legal arguments, people's reservations about this issue and their resistance to the idea stem from moral arguments. That is why it was so important to me to express my point of view, however humbly among my fellow MPs, which is that I support MAID for moral and even religious reasons, just as I support abortion and same-sex marriage.

Criminal Code  Mr. Speaker, I thank the hon. member for his question, because it allows me to address another issue, one that is just as important as what I talked about in my speech. If one detects early signs of a degenerative disease, such as Alzheimer's or Parkinson's disease, for example, should that person not be given the opportunity to indicate in advance, like a kind of living will, what their intentions are regarding how to move forward when they might no longer be able to make an informed choice?

If the government wanted to provide grants to students, it could have simply provided grants to students, through transfers to Quebec.
