Agriculture committee  Thank you, Mr. Chair. I'm trying to understand whether the amendment that Mr. MacGregor put forward can be made. The amendments I was talking about similarly do not affect CPC-1. They're in the same vein of just altering some of the provisions in CPC-2. I'm confused as to why one amendment could be made but others couldn't be made.

Agriculture committee  Thank you, Mr. Chair. I understand that these two have to be put in together. Is it possible to make amendments to CPC-2 now, before voting on CPC-1, and then vote on them together? If so, then I have something I'd like to suggest.

Agriculture committee  Well, I'll just state what my concern is with CPC-2, and then I don't know if I'm comfortable voting for CPC-1 knowing that we have to vote for CPC-2 without knowing whether CPC-2 will be amended or not. In any event, my concern with CPC-2 is twofold. One, it allows for an extension of the sunset clause per se from the 10th anniversary into something postponing that to a later date, but it doesn't allow for that to be brought forward if, for example, technology is developed and something is available.

Agriculture committee  Thank you, Mr. Chair. Thank you, Mr. Turnbull, for introducing that amendment, which I support. I think you've given the reason that it's good. We know that our farmers are with us on trying to reduce their carbon footprint and doing everything they can. We also know that the price on pollution was put in place to give a price signal to make sure that the cost of the pollution is incorporated when people are making decisions about how best to move forward.

Agriculture committee  If it's not possible for the minister to come, is it possible to have someone from the ministry or department come to address the concerns?

Agriculture committee  Thank you, Mr. Chair. Thank you to our witnesses. I have one question regarding.... I think you, Mr. McCann, talked about climate shocks and what would happen in China and India with them, underscoring the need to address the climate crisis. In your opinion, how significant is the role of developing lower-emissions technology and its uptake in agriculture to food security in the long run?

Agriculture committee  I understand that idea, but I would like to interject. How do we manage the risk of a war in Ukraine, or how do we manage the risk of climate change, when global trade actually increases the climate crisis? How do we manage those particular risks that we've been facing recently?

Agriculture committee  Would you make any changes to that program?

Agriculture committee  Okay. That's fantastic. Thank you very much. I was also wondering.... You mentioned the tax credit that right now applies only to producers—

Agriculture committee  It's in four provinces, so are you looking for a federal tax credit, then? Who would you like it to apply to? What is your thought on that?

Agriculture committee  That's very good. I'd like to turn to you, Ms. Citeau. You focused on international trade, which we know Canada does very well at as an exporter of food. We could do more by some of the changes you have mentioned, but when we're talking about global food insecurity, it seems that some of the problems that have been realized in the last while have to do with issues that cause problems when it comes to trade: things like wars, climate events, obviously, and unreliable partners you can't trust to necessarily deliver the goods that they say they will.

Agriculture committee  Thank you. Mr. Halstead, along the same lines, and I love the term Sask Wheat that you use, we know that our grain farmers in Saskatchewan, as well as those of other commodities, are really efficient. They have done an amazing job in terms of maximizing productivity, minimizing fertilizer use and all sorts of other things.

Agriculture committee  Thank you very much, Mr. Chair. There are three very different areas today. I'm going to start by asking Ms. Nikkel about the food waste crisis that's facing us right now, which I think is very closely related to the climate crisis and the world hunger crisis, in fact, and is fuelling them.

Agriculture committee  Yes, we have programs like the clean farm technology program as well, and I appreciate that.

Agriculture committee  Thank you, Mr. Chair. You know, I understand that, and I think that obviously we have to compare the extra cost to what the farmers are going through from the climate events. We are in the middle of doing a study on global food insecurity, and one of the things that comes up time and time again is the impact of climate events on food security and the operations of our farmers, who do an amazing job as stewards of the land.
