There are some such complaints from people who are inclined to be more Islamic and also from many people, because among the things we have brought there are the unintended consequences of a large presence of foreigners with a lot of money, spending their money and living there, which has created, especially in Kabul, some severe social problems.

But, if I have a beard and am a devoted follower of Islam, they will take me for an extremist. An extremist can also be deported if he presents a threat. If I'm unmarried, I pass for someone who could become a suicide bomber; if I am married, it's nothing but a cover.

Indeed, the Director of Sunni-Islamic Counterterrorism—I don't know his name because it's a secret, since he is a CSIS agent—testified before the court and stated that he had no evidence that Mr. Charkaoui was a member of al-Qaeda.

Public Safety committee  In Germany, it's very much the same thing. You may have heard of the case of Metin Kaplan, who is a radical Islamic imam who was extradited to Turkey. Deportations and returns, stripping of refugee status--I would say it's fairly well established in most of the west European countries that this is an acceptable counter-terrorism tool.

We have with us this afternoon His Excellency Omar Samad, Ambassador of the Islamic Republic of Afghanistan to Canada. This committee, as you know, the foreign affairs and international development committee, is concerned about both parts of the undertaking that Canada has in Afghanistan, not only the military perspective but also the developmental perspective.

Foreign Affairs committee  It did not arise as a terrorist group; it does not have an ideology and theology of terrorism, and especially of international terrorism. Yes, by our standards, it is fundamentalist. It had a limited aim of an Islamic Afghanistan. It's quite different in its origins and aims from al-Qaeda. If it has been driven together with al-Qaeda, that's because of necessity: they both feel attacked. But it can be separated from al-Qaeda.
