Foreign Affairs  Mr. Speaker, in recent days, many Canadians have expressed deep concern over the developing political crisis in Pakistan. This is in the wake of the violent arrest of former prime minister Imran Khan. Thanks to our strong people-to-people ties, most Canadians have a family member, friend or neighbour with deep links to Pakistan.

National Defence committee  Certainly. In the 40 seconds that I have left, the reason I ask is that I was a non-commissioned member. Many who are testifying, who are in the visioning, were officers. Officers get this sort of training continuously, but rank-and-file privates, corporals and others are not as well informed; nor do they necessarily get the information in the same way officers do.

National Defence committee  I wanted to touch base on the practices we have in Canada, and to look at allies and other militaries that are similar to the Canadian military, to see the spectrum of treatments they have for prevention and for transition to a post-service life. What are the best practices of these other militaries that are comparable to Canada's?

National Defence committee  I'm curious. It's been a long time. I mentioned that it's been 20 years since I was in the military. Back then, back in the day, we used to get something called SHARP training, which was once a year. It was this diversity and harassment sort of refresher. We talked a lot, as you know, about the services that are available to people who are serving and those when they clear out.

National Defence committee  Thank you, Mr. Chair, and thank you to the witnesses for being here today. I liked what you said, Colonel Jardine: that once you go through basic you are forever impacted and touched. To share this with the witnesses, I myself was a reservist for five years, between 1997 and 2002—quite a while ago.

Foreign Affairs committee  I wanted to touch on what you said. Both you and Mr. Daoud talked about the overbreadth when it comes to “entity”. What is your recommendation about narrowing that definition so that it encompasses those who we really are...? When they're sanctioned as individuals, there is a robust threshold, which can include, as you said in your testimony, “a country” or a government.

Foreign Affairs committee  Finally, I'd like to confirm that “sanctions” is defined in other legislation. We know that in this specific bill, it's not defined there, but it is defined in other legislation in question. Is that correct?

Foreign Affairs committee  When it comes to those sanctioned on a UN list, they—

Foreign Affairs committee  Regarding those who are sanctioned on a UN list, they cannot remove themselves through a domestic Canadian mechanism. They have to appeal to international instances. Is that correct?

Foreign Affairs committee  Thank you, Mr. Chair, and thank you to the witnesses for being here in person and by Zoom. I want to start off with Ms. Middlemiss from the Canadian Bar Association, as an immigration lawyer. I want to confirm that if the legislation stays as is, an individual who is named under a sanctions list and also becomes inadmissible through immigration pathways because of this legislation still has recourse to the preremoval risk assessment.

Foreign Affairs committee  To confirm, they would still have access to the preremoval risk assessment.

Foreign Affairs committee  Okay. Also, on top of that, they can still apply to the Minister of Foreign Affairs to be removed from the sanctions list.

Foreign Affairs committee  Do you think that those mechanisms should be made more accessible to applicants for removal from the sanctions list, let's say by the foreign affairs minister?

Foreign Affairs committee  On a point of order, I just want to thank you, Mr. Chair, for managing this spicy committee and helping us to study very important legislation.
