Access to Information Act  Mr. Speaker, the President of the Treasury Board's main argument is pathetic. It makes no sense. He pats himself on the back in the House for wanting to listen to people and be transparent, but now he is limiting debate in the House of Commons on a bill on access to information.

Budget Implementation Act, 2017, No. 2  Mr. Speaker, I am flabbergasted to hear the Parliamentary Secretary to the Minister of Agriculture talk about how the federal government is encouraging young people to get involved in agriculture, while the Liberals themselves voted against the bill introduced by our current House leader.

Budget Implementation Act, 2017, No. 2  Mr. Speaker, I want to thank my colleague for his passion. In the Liberals' bill, I see no investments at all for indigenous children. There has been a lot of talk about Jordan's principle and about the welfare of indigenous children and the need to keep them out of court. In this 330-page bill, about which we have just been muzzled, because the Liberals are yet again trying to speed up the process and pass a bill that we do not even get time to debate, there are no measures to make sure indigenous children receive more, higher-quality services, that they have the means to access these services, or that we have the means to offer them.

Budget Implementation Act, 2017, No. 2  Madam Speaker, I find it appalling that a time allocation is being imposed on us for the 26th time, especially since this is a mammoth 329-page bill that amends about 20 acts. In his own budget bill, the Minister of Finance proposes no measures whatsoever against tax avoidance.

Homelessness  Madam Speaker, I congratulate my colleagues on all their hard work to spark a debate on homelessness and give a voice to the most vulnerable in our society who really need our support. For too long now, for the past 25 years in fact, we have been simply putting off the important conversation we need to have about this problem, which is symptomatic of all the ills of our society.

The Environment  Madam Speaker, for too long, administrative shortfalls have left shoreline communities struggling unaided to dispose of abandoned vessels. In Beauharnois, many environmental concerns have been expressed about the Kathryn Spirit. We are talking about tens of tonnes of hazardous materials and contaminated water.

International Day for the Elimination of Violence against Women  Mr. Speaker, on November 25, people will be wearing orange to mark the International Day for the Elimination of Violence against Women. According to the United Nations, nearly one in five women between the ages of 15 and 49 has experienced physical or sexual abuse. In Canada, indigenous women are three times more likely to be abused than non-indigenous women.

Cannabis Act  Madam Speaker, I am going to redirect the debate a little bit. If this bill is a major piece of legislation and represents the Liberals' number one priority, does my colleague not think that Canada should at least invest much more money than is currently on the table, given that legalization is just nine months away?

Cannabis Act  Madam Speaker, I thank my colleague for his speech. It was nice to hear him talk about the importance of decriminalization. That is one thing we agree on. However the Liberals continue to stubbornly oppose it, despite the fact that the task force on marijuana recommended decriminalization since the government intends to legalize cannabis nine months from now anyway.

Report Stage  Mr. Speaker, we in the NDP are very troubled by today's time allocation motion on Bill C-45. This is the 25th time allocation motion since the Liberals came to power. The committee has only held eight meetings on Bill C-45, and a proposal from my colleague from Vancouver East was rejected.

Cannabis Act  Madam Speaker, this is the 25th time that time allocation has been invoked to limit debate on a bill, even though the Liberals have only passed 19 bills so far. This is senseless and demoralizing. The Liberals talk a good game about transparency and listening. They claim they are still at the listening stage and are open to amendments.

International Children's Rights Day  Mr. Speaker, today I am wearing a blue ribbon created by Espace SuroĆ®t in honour of International Children's Rights Day. Children's rights are enshrined in a UN convention ratified by Canada. This convention calls for every child's right to education, health, and equal opportunity, among other things, to be respected.

Cannabis Act  Mr. Speaker, indeed, as my colleague just pointed out, not enough is being invested in prevention or in awareness and education campaigns. We want young people to understand that our intention here is not to normalize marijuana use, but rather to educate them about its effects. There is also not enough being invested in research on long-term use and the effects of chronic use on young people's health.

Cannabis Act  Mr. Speaker, the Liberals have once again shown that they do not listen at all to the NDP's recommendations. First, my colleague announced $45 million. However, that is over a five-year period, which means about $9 million per year, total, and that includes all the drugs in Canada, not just marijuana.

Cannabis Act  Mr. Speaker, Bill C-45 will legalize cannabis use within the limits my colleagues have already mentioned. Many decisions fall to the provinces, including the legal age for using cannabis, the development of a point-of-sale system, and education. The government is pushing for a very short deadline.
