Criminal Code  Madam Speaker, I also want to say that my colleague from Cowichan—Malahat—Langford was also a great addition to the justice committee while he was there. While the member for Victoria is irreplaceable, the member for Cowichan—Malahat—Langford did a great job in almost replacing him.

Criminal Code  Madam Speaker, I would like to come back to this because I heard my colleague for Durham on this subject last week and I have been reflecting about his questions on charter statements. Personally, as a member of the Standing Committee for Justice and Human Rights, I appreciate seeing the charter statements that my colleague the Minister of Justice has tabled on her bills.

Criminal Code  Madam Speaker, I am also very pleased that my colleagues on the committee from all parties worked together to be sensitive to religious communities across Canada to retain the provisions that obstructing a clergyperson in conducting a service was retained in the Criminal Code. While there were many good arguments made that there are general provisions in the Criminal Code that could have dealt with those matters, the fact is that this was a specific provisions that made a difference to people of faith in this country.

Criminal Code  Mr. Speaker, Bill C-51 is a broad and complex bill. If I have the time, I will entertain further discussion of the merits of the bill, which I feel is a good bill. Bill C-51 proposes many different things in clarifying provisions relating to sexual assault, repealing unconstitutional provisions of the Criminal Code, clarifying and strengthening our charter by ensuring the government prevents charter statements for every piece of government legislation and seeking to avoid unnecessary litigation by enhancing our understanding of the criminal law.

Criminal Code  Mr. Speaker, I appreciate my hon. friend's comments on a multitude of different justice bills. In terms of the comments he made with respect to obstructing a clergyman on the way to a religious service and the notion that the Liberal members of the committee were instructed somehow to propose an amendment, I am sure the hon. member would want to restate what he said so as not to imply that Liberal members of the committee have no minds of their own and could not have decided themselves to put forward this amendment.

Criminal Code  Mr. Speaker, I am so pleased to serve with my friend on the justice committee, who does great work there. As that member and the hon. member for St. Albert—Edmonton have said, we heard similar testimony at the House justice committee as the Senate heard. We rejected similar changes to those made by the Senate because we felt they would add increased ambiguity to the definition of capacity to consent.

Hanukkah  Mr. Speaker, Sunday night was the first night of Hanukkah. This festival of lights commemorates the victory of the Maccabees and the subsequent miracle of rededicating the Holy Temple in Jerusalem and restoring its menorah. For eight days, Jews around the world will celebrate by lighting a hanukkiah, feasting and playing games with family and friends.

Canada's Oil and Gas Sector  Mr. Speaker, like my hon. colleague, I am a Quebecker. I come from a different region, but I also care very much about the people of Alberta. I listened very carefully to a lot of the speeches tonight, and I am a little perturbed that so much of it was focused on blaming one side or the other for things that happened instead of looking at solutions.

Criminal Code  Mr. Speaker, it is a pleasure to rise, and I want to thank my colleague from St. Albert—Edmonton for the private member's bill he put before us. It is consistent with the report by the Standing Committee on Justice and Human Rights, which had unanimous approval. I also want to salute my colleague from Cowichan—Malahat—Langford who, along with the member for Victoria and the member for Niagara Falls and all of the other members of our committee, have worked so diligently in bringing this issue to the fore.

An Act to Provide for the Resumption and Continuation of Postal Services  Mr. Speaker, the member argues that there is a constitutional right. There is a constitutional right, which the Supreme Court recognized in 2015, but in 2016, the Ontario Superior Court, in looking at the 2011 legislation related to Canada Post, clearly stated that there could indeed be limitations on that right and that what was wrong was the way the 2011 legislation implemented it.

Criminal Code  Madam Speaker, I appreciated my colleague's speech. I hope that my colleague realizes that Bill C-75, as reported back to the House, makes no changes to the terrorism laws. The member spoke at length about them, but the committee amended the bill so that no changes were made to the terrorism laws.

Criminal Code  Mr. Speaker, I thank my colleague for her contribution and for standing up for victims, as we all like to do. The member mentioned that the use of a noxious substance was changed from an indictable offence to a summary offence. Of course, that is not correct. It was changed to an offence that, based on a prosecutor's discretion, could be proceeded with either as an indictable offence or through a summary conviction, as were many of the offences in the bill.

Criminal Code  Madam Speaker, I want to say that one thing that was desperately missing at the committee was the member for Niagara Falls who always added great weight to the committee. As I only have a short time, I want to say again with regard to the intention of hybridizing an offence, there are many serious offences in the Criminal Code today, such as assault, that are hybridized.
