Budget Implementation Act, 2022, No. 1  Madam Speaker, I rise today to speak to Bill C-19, the budget implementation act. I will be honest. I found the title of this year's budget quite misleading. The NDP-Liberal government titled this year's budget, “A Plan to Grow Our Economy and Make Life More Affordable”. If the government really wanted to grow our economy and make life more affordable, it would have looked at Canadian agriculture.

Questions Passed as Orders for Returns  With regard to the Climate Action Incentive Fund (CAIF) in Manitoba, broken down by year since 2019: (a) how much revenue was collected through the government’s carbon tax, broken down by how much was collected in each (i) municipality, (ii) university, (iii) hospital; and (b) how much of that collected revenue was returned through the CAIF’s Municipalities, Universities, Schools and Hospitals Retrofit stream, broken down by (i) municipality, (ii) university, (iii) hospital?

Questions Passed as Orders for Returns  With regard to the Lake Audy Campground in Riding Mountain National Park, broken down by year since 2017: (a) how much revenue was collected by Parks Canada from camping fees, broken down by type of campsite, including (i) regular campsite, (ii) group camping, (iii) oTENTik camping; and (b) how many registered campers visited the Lake Audy Campground, broken down by type of campsite, including (i) regular campsite, (ii) group camping, (iii) oTENTik camping?

Health  Madam Speaker, I think the government has forgotten about its federal mandates, because every province is removing theirs. These mandates are preventing essential federal workers from doing their jobs. I spoke to an employee from the Canadian Food Inspection Agency who was barred from providing the essential service of food inspection because the government would not let them.

The Economy  Madam Speaker, as inflation and interest rates continue to rise, Canadians are feeling the financial pain, but the NDP-Liberal government does not seem to care. It has no problem with its $53-billion deficit in this year's budget. Experts are sounding the alarm. A new report by RBC Economics reveals that “low-income Canadians will feel the sharpest financial sting from climbing inflation and interest rate hikes.”

Economic and Fiscal Update Implementation Act, 2021  Madam Speaker, with all due respect, with all the challenges our health care system had throughout the pandemic, how does charging a carbon tax to a hospital, in the order of hundreds of thousands of dollars, reduce greenhouse gas emissions?

Support for Ukraine  Mr. Speaker, my constituency is proudly home to a vibrant Ukrainian community. I want to recognize some of my constituents who have stepped up to support the people of Ukraine. Locals in Dauphin initiated the Parkland Ukrainian Family Fund to support parents and children fleeing to Canada.

Petitions  Mr. Speaker, I rise today to present a petition on behalf of many Canadians who want the government to do more to support the people of Ukraine. The petitioners are calling on the Government of Canada to immediately implement a government-assisted refugee program to support those fleeing Russia's war.

Natural Resources  Madam Speaker, there it is again. The Liberal government has no idea how their spending is impacting Canadians. Whether it be the Liberal carbon tax or their escalator tax on beer and wine, whether it be their refusal to pause the GST for fuel purchases or interest payments on record-level national debt, whether it be their expensive climate change policies that have failed to reduce greenhouse gas emissions or their billion-dollar firearm buyback that will do nothing to address crime, the list goes on and on.

Natural Resources  Madam Speaker, the cost of living continues to rise at record rates. In January, inflation in Canada surpassed 5% for the first time since 1991. Last week, we learned that the low-cost dollar store, Dollarama, plans to start selling items for $5 to keep up with inflation. I am sure many Canadians remember when Dollarama was indeed a dollar store.

Taxation  Mr. Speaker, my Conservative colleague for Huron-Bruce introduced a bill that would remove the Liberal carbon tax from grain drying and heating. At a time when global food security is so important, the government continues to restrict our agriculture industry. This bill would have passed in the last Parliament if the Liberals had not called an unnecessary election.

Economic and Fiscal Update Implementation Act, 2021  Madam Speaker, the bottom line is that the provinces have lifted the mandates. We have no restrictions. We can go out this door, and as soon as we exit this building, we can take our masks off. If I were to go to a restaurant, I do not even have to wear a mask anymore. That is the reality of what is going on in Canada, except in this Ottawa bubble and anything that touches federal jurisdiction.

Economic and Fiscal Update Implementation Act, 2021  Madam Speaker, our party has always stood up for rural Canada. The fact is that rural Canada is paying a disproportionate part of the carbon tax that has been imposed by the Liberals, and they are not even giving it back. The 10% does not even come close to the inflationary pressures they are putting on rural Canadians and small communities, and I will defend that to the end of this day.

Economic and Fiscal Update Implementation Act, 2021  Madam Speaker, no matter what kind of thing we are trying to build in Canada or what we are trying to move, it all depends on energy. We need energy and there is a massive shortage of energy to get anywhere, not only in Canada but in the world. For example, anyone trying to grow food right now in Canada needs fertilizer.

I will say that many of my constituents and Canadians across this nation are concerned with the fiscal policies of the government, and rightly so. Government spending is totally out of control, and Canadians are paying the price.
