Opioid Crisis in Canada  Mr. Chair, I heard the hon. member mention they had two murders in Barrie and 36 deaths through fentanyl and opioids. I would submit that he has had 38 murders. Also, as we look at real solutions going forward, a strategy that applies right across the country to deal with this issue, I would submit for the hon. member that one of the first places we should look at is in his province.

Rail Transportation  Mr. Speaker, Canadians rely on safe and reliable rail systems, and so do the constituents and businesses in our riding. Tourism  Mr. Speaker, with summer right around the corner, I know families from coast to coast to coast are planning to load up the car and travel our beautiful country to visit family or maybe one of our national parks. This summer's tourism season will be even busier because of the Canada-China year of tourism, bringing more tourists from China to Canada than ever before.

Fisheries Act  Mr. Speaker, a couple of times in this debate, we have had members of the opposite side say that at no time during our witness testimony did we hear any evidence of any damage as a result of the changes that were made back in 2012. It may not have come up during those deliberations, but we just heard, courtesy of our friend from Vancouver Island, the kinds of damages that could take place and many more may have been observed but not recorded because nobody was breaking the law and indeed thanks to cuts there were not necessarily the enforcement officers or others to even keep an eye on it.

Fisheries Act  Mr. Speaker, sitting on the fisheries committee, I had an opportunity to question many of the witnesses who came in as we looked at aspects of the changes that were made back in 2012 versus the gaps that people perceived. Notwithstanding my friend's comments about consultation, when I asked a panel of people from industry, particularly industry on the Prairies, in Saskatchewan and Manitoba, they certainly agreed they had been consulted.

Fisheries Act  Mr. Speaker, I am a member of the standing committee. We looked very hard at the changes the previous government made to the Fisheries Act to understand what it was trying to achieve, to keep the things that obviously made sense, and to make adjustments where we saw problems. One problem came up from the previous legislation, and I wanted to hear the member's comments on this.

Fisheries Act  Mr. Speaker, I sit with the gentleman on the fisheries and oceans committee. I thought we did an awfully good job on Bill C-68. We went back and forth, we discussed amendments, we accepted some of each other's, and worked it right through. We were fixing years of neglect and cuts, cuts to science.

Impact Assessment Act  Mr. Speaker, I have seen some histrionics before, but those could have given me whiplash. The point is this, and I will ask the member to comment on it. Sending oil to the United States and the United States alone is costing our economy, conservatively, $15 billion a year. We are sending oil at a deep discount to a country that does not like to trade with us very much anymore.

Impact Assessment Act  Mr. Speaker, I was listening carefully to what my hon. colleague was saying. It raises the question of how we go forward. Clearly, the intent of the work that was done, partially in the committee on which I sit, was to try to improve public confidence and strike a balance between what the Conservatives had tried to do and had not done very well, and what was necessarily needed.

Impact Assessment Act  Mr. Speaker, I had the opportunity to catch some comments from the hon. member for Carleton on the radio the other night, and it brought up a very clear question about how the Conservative Party would handle a situation like this. I got a very clear message from the member that it would basically use all the constitutional powers of the federal government to simply drive it through, which sends a signal to the provinces about the character of a potential government in dealing with issues on which a province and the federal government may disagree.

Doug McDonald  Mr. Speaker, today I pay tribute to Doug McDonald, a wonderful member of our Liberal family, who passed away on May 22 in Vernon, just shy of his 79th birthday. Doug and I served on the federal Senior Liberals' Commission in B.C., he as policy chair and I as president. Doug was a catalyst, someone with a fine mind and a gentle but firm and focused disposition, who guided substantial policy resolutions from B.C. seniors to adoption at our 2014, 2016, and 2018 Liberal conventions, resolutions such as “Reclaiming and Sustaining Canada's Healthcare”, which have helped build our platforms and, through them, improve life for all Canadians right across our country.

Budget Implementation Act, 2018, No. 1  Mr. Speaker, my riding is very close to the hon. member's, so I know the sky is not a different colour out our way. I want to set a few things straight. I want talk about the wonderful record of the previous Harper government on emissions. Emissions go down, especially when an economy is in the tank.
