I cannot seem to wrap my head around and understand why we would not all be on board with taking away the GST from home heating instead of pushing for the carbon tax to be removed, which would only benefit a small portion of Canadians.

Fall Economic Statement Implementation Act, 2022  Mr. Speaker, I am wondering if the member can help me to understand. I am hearing from the Conservatives who are speaking about the increased cost of living and the impacts on Canadians. I agree that there are some real issues that need to be addressed. However, around the actual asks that are coming forward from the Conservatives, for example on the carbon tax, we know that provinces and territories have their own carbon pricing, whereas if we were to look instead at removing the GST from all home heating, we would be able to provide relief for more Canadians across Canada.

Questions Passed as Orders for Returns  With regard to the Pacific Integrated Commercial Fisheries Initiative (PICFI), broken down by fiscal year since its inception: (a) what projects have received funding and who was the recipient of the funding; (b) what was the amount of funding delivered to each project in (a); (c) how many Indigenous commercial fisheries have received funding and which First Nations peoples do they represent; (d) what is the total amount of funding received by each commercial fishery in (c); and (e) what is the total amount of funding spent to date through the PICFI?

National Council for Reconciliation Act  Mr. Speaker, first and foremost, I heard the member refer quite a few times to the calls to action as recommendations. I want to make very clear that these are calls to action. I began reflecting, when I heard that, that perhaps this may be the root of why we are seeing such a lengthy delay in the government's implementation of the calls to action and, in particular, why it has taken seven years to establish a national council for reconciliation.

National Council for Reconciliation Act  Mr. Speaker, I am happy to be here for this debate and to speak in support of an overdue action plan to establish a national council for reconciliation. We know that the lack of action by the government has resulted in many different outcomes. One, for example, is the overrepresentation of indigenous children and youth in care.

Fisheries and Oceans  Mr. Speaker, the science is clear. We know open-net fish farms need to get out of our water. We are hearing from first nations chiefs who are very clear that they want open-net fish farms out of the water. We have seen Washington state say “no more” to fish farms in the water. The Shíshálh Nation has also said no to fish farms in the water.

Fisheries and Oceans  Mr. Speaker, I am here today because I asked a question on November 17 of the government about when it will finally return our coastal waters to wild salmon, specifically by getting open-net fish farms out of the water. The evidence is clear that these fish farms are polluting and destroying marine ecosystems and livelihoods, yet the Liberal government continues to prop up rich Norwegian CEOs, who are the owners of these fish farms, and allow them to continue on with business as usual while destroying marine life and the future of wild Pacific salmon.

As we have seen in the past, the potential for invasion of privacy and misuse exists in the political arena. We recently saw that 19,000 Canadians were affected by the recent Equifax breach, for example. The Office of the Privacy Commissioner concluded that Equifax did not fulfill its obligations to Canadians.

Transgender Day of Remembrance  Madam Speaker, today I stand to mark Transgender Day of Remembrance, and I call attention to the 375 trans and gender-diverse people murdered last year, and the nearly 4,000 people killed over the past decade worldwide just for being themselves. These numbers are a glimpse of the harassment, discrimination, violence and undocumented deaths of transgendered people happening worldwide.

Health  Madam Speaker, provinces and territories are asking when they will see the mental health transfer and the increase to our health care transfer as well. The Canadian Alliance on Mental Illness and Mental Health, for example, sent an open letter along with 65 organizations from health and allied sectors indicating that the development of the standards of the mental health transfer should not be a reason to delay the establishment of the Canada mental health transfer.

This seems particularly timely as National Child Day here in Canada is coming up on November 20.
