Extension of Sitting Hours and Conduct of Extended Proceedings  Madam Speaker, one of the things I would like to ask my colleague about is this issue of dilatory motions. The motion prevents all members from entertaining or bringing forward dilatory motions, except for one class of members, which is a minister of the Crown, for example, the Prime Minister.

This is not just a matter of suspending a standing rule. This is a constitutionally entrenched right. The rules of the House call for the ability of members to make a quorum call.

Health  Madam Speaker, in my home province of Manitoba, provincial public servants can actually come to work without having to be vaccinated. In Ottawa, if a public servant is not vaccinated, they get the pink slip. Why should federal public servants be held to a different standard than provincial ones?

On Yom HaShoah, we remember the six million innocent Jews who were systematically murdered by the Nazis during the Holocaust, which is one of the darkest periods in human history.

Health  Mr. Speaker, last year the Liberals gave Medicago $173 million in taxpayers' dollars to build a Canadian vaccine manufacturing plant. Now we have learned that tobacco company Philip Morris owns a major stake in Medicago and that the World Health Organization has denied approval for the emergency use of the Covifenz vaccine outside of Canada.

Charities  Mr. Speaker, I rise today in support of my private member's bill, Bill C-240, the supporting Canadian charities act. The pandemic has inflicted tremendous losses on charities and their ability to provide much-needed services to Canadians. The situation is bleak. Canada's 85,000 registered charities have lost billions of dollars during the pandemic, at a time when services are needed more than ever.

Business of Supply  Mr. Speaker, Russia has a population of about 145 million people and a GDP of $1.7 trillion. Canada's population is 38 million with a GDP of $2 trillion. Russia spends 4% of its GDP on its military, or about $68 billion. In that context, and in the context about the brutal assault of Russia on Ukraine, does the member not agree that a 2% target is a reasonable target, given the state of the world in which we currently live?

Business of Supply  Mr. Speaker, I want to ask again about the Cormorant helicopter fleet. My understanding is that these helicopters are reaching their end of life. We are having to cannibalize parts from other helicopters to keep them in the air. They were essential in the search and rescue operations during the floods in British Columbia last summer, and they are a key factor in our air and sea search and rescue operations.

Business of Supply  Mr. Speaker, I want to ask my colleague about the Cormorant helicopter fleet, because that is another category where the government has been dragging its feet. It initially budgeted to upgrade and repair the 14 helicopters back in 2017, but it seriously underbudgeted for that project.

Questions Passed as Orders for Returns  With regard to the "Other consolidated specified purpose accounts", listed on pages 133 and 134 of the 2021 Public Accounts of Canada, Volume 1, and broken down by each account: (a) what is the current balance of the account; (b) how many (i) individuals, (ii) corporations, (iii) other entities, have received payments from the funds, broken down by fiscal year since 2016-17; (c) what is the total value of the expenditures in each subpart of (b); (d) what is the annual cost to the government to operate and maintain each fund; (e) what is the itemized breakdown of (d); (f) how many employees or full-time equivalents are assigned to administer each fund; and (g) which minister and department has responsibility for the employees in (f)?

Taxation  Mr. Speaker, constituents in my riding can barely afford to fill up their cars. They have spent more and more of their income on the most basic of necessities. The Liberals say they are working hard to deliver a real change for Canadians. The truth is just the opposite. Canadians are giving all their hard-earned change to the Liberals.

Income Tax Act  Mr. Speaker, I guess I am an incrementalist by nature, and I thought asking for private shares in real estate might be a good first step. However, if this works out, the House could certainly entertain the application of the law to other assets. I would also remind the member that the first tax change related to this was 25 years ago, so these things happen over time.

Income Tax Act  Mr. Speaker, I would like to thank my hon. colleague for the question. I said the $50 million to $60 million was the capital gains tax cost. To the extent that there are incremental donations, let us say it is $200 million a year, there would also be tax receipts associated with that.
