National Defence  Mr. Speaker, the question is why my hon. colleague is distorting the policy of the Government of Canada. The Government of Canada is very proud of what the men and women in uniform are doing. They are courageous, and they are requested by all of our allies in order to strengthen our contribution in the coalition.

Business of Supply  Mr. Speaker, I would like to ask my hon. colleague if she agrees that we agree with everything in this motion except for one point. We all acknowledge that now is not the time for Canada to step back and force our allies to take on a heavier burden in the fight against ISIS. We all agree with that.

Business of Supply  Mr. Speaker, I congratulate my colleague for a very dignified speech. She has not tried to pretend that she alone cares about the troops. She is concerned because we are withdrawing the fighter jets. I want to repeat that we are not withdrawing our effort. We are refocusing it in a way that will be, we think, more effective in the coalition.

Business of Supply  Mr. Speaker, I take exception to what has just been said. Of course our forces are courageous. Nobody has any doubt about that in this House. It is outrageous for the member to have mentioned it as a possibility that we think otherwise. It is an insult, and it is why they are in the opposition.

Business of Supply  Mr. Speaker, I agree with a lot of what my colleague has said. However, it is difficult to provide humanitarian help in a situation where the lives of people are in danger. No humanitarian workers would go to such places if we did not provide security as well. We agree with the Conservatives that we need to fight the enemy in order to provide humanitarian help.

Business of Supply  Mr. Speaker, Canada is not withdrawing. Canada is refocusing its efforts in a way to be more effective within the coalition. I think that is clear. Why is the member distorting what I have said? It is not helpful.

Business of Supply  Mr. Speaker, I am not saying that the bombings are ineffective, but that Canada could be more effective by doing something other than contributing to the air strikes Our contribution is fairly small, despite the courage of our air force. We can do much more. My colleague spoke of villages that have been liberated.

Business of Supply  Mr. Speaker, today I will be sharing my time with the Parliamentary Secretary to the Minister of National Defence. The international community will defeat ISIL, and Canada is and will be a part of that fight and ultimate success. This government wishes to profoundly thank the members of the Canadian Armed Forces for their dedication, courage, and hard work as part of Operation Impact.

Foreign Affairs  Mr. Speaker, I would like to congratulate my colleague for his first question as spokesperson for foreign affairs. Indeed, we have a lot of support among our allies for a reorientation of our efforts to fight this awful terrorist group in a more efficient and effective way in order to be complementary, and also to be sure that at the end of the day the Iraqi people will have institutions in which they believe in order to help them to rebuild their country.

Foreign Affairs  Mr. Speaker, it is a condition of the government that when we disagree deeply with a regime, it is not a reason to cut all the links with that regime. It will not help the people of lran. It will not help our allies, Israel or other countries. Canada needs to be engaged, to speak frankly, and to have results by frank dialogue and information and to be sure that we work with our allies, because everybody spoke to Iran except Canada until we changed the government.

National Defence  Mr. Speaker, Canada will do its part to fight this terrorist group. It will do so efficiently by drawing on its own strengths, such as training military and police forces, supporting governance and building institutions that Iraqis can trust. Canada will do this confidently and courageously.

National Defence  Mr. Speaker, the hon. member expressed the view of his party. Our view is that we will be more optimally effective with our allies in flighting this awful terrorist group if we stop delivering only 2% of the air strikes and focus on where Canada will make a real difference.

Public Safety  Mr. Speaker, since the Prime Minister himself is talking about the next Liberal government, I want to point out that a Liberal government will rescind the unconstitutional retroactive legislation his government is trying to pass. The Conservatives are simply trying to pass this legislation to hide their own wrongdoing when they interfered in the RCMP's business and violated the Access to Information Act.
