House debate  Mr. Speaker, I rise on a point of order. I wonder if, in the opening prayer the next time, we could pray for a Governor General. At the moment, we do not actually have one, and maybe perhaps we could also offer prayers on behalf of our future Governor General.

Economic Statement Implementation Act, 2020  Mr. Speaker, I would tell the hon. member to look at what the International Monetary Fund has to say about the situation of our finances. We know that the forecast for our economic growth has been reduced by 30%. The Liberal government does not have an explanation for that. If we are reducing our economic growth, we are also reducing the ability for this government to collect tax revenue.

I recognize her passion for the less fortunate and underprivileged in the world, and certainly her community in the heart of Winnipeg is no exception. Economic Statement Implementation Act, 2020  Mr. Speaker, it is a novel sensation to rise in the House today to speak to Bill C-14, for several reasons. First, it is always a tremendous privilege to rise in the House, even though it is not as populated as it has been in the past, to represent the constituents of Provencher and speak to the issues of the day regarding this great country of Canada.

Economic Statement Implementation Act, 2020  Madam Speaker, my colleague gave us a lot of data to process. Several times the member reiterated that the Liberal government had no plan. Failing to plan is planning to fail, and I do not know why the Liberal government would want to fail. Why would it want to fail Canadians? This is a crucial time in the history of Canada.

Economic Statement Implementation Act, 2020  Madam Speaker, the member mentioned in her speech that 10,000 ventilators were purchased in Quebec. I am wondering if she could expand a little further on that. We know that a contract for 10,000 ventilators was given to a company that had only been in existence for seven days prior to the award.

Natural Resources  Mr. Speaker, when the Prime Minister was the opposition leader of the third party, he suggested that Keystone XL would have been approved if Canada had stronger environmental policy, stronger oversight, tougher penalties and, yes, some sort of means to price carbon pollution. I wonder how that is all working out for the Prime Minister.

Public Safety  Mr. Speaker, the Chinese state-owned Shandong Gold Mining Company is trying to acquire TMAC Resources in Nunavut. Like the Russians, the Chinese Communist Party is actively positioning itself for military and economic dominance in the Arctic. That is why security experts, such as retired Major-General David Fraser, have strongly urged the current government not to allow this deal to go through.

Criminal Code  Mr. Speaker, I thank the member for Abbotsford who I know shares the passion, as I do, that life is important and that we need to value life right from conception to natural death. That is an important fundamental principle that needs to be enshrined here in Canada. I recently sat with local doctor Curtis Krahn and his wife at an event, and we talked about end-of-life and dying.

Criminal Code  Mr. Speaker, for the record, I want to restate that I voted against Bill C-14 when it came before the House four years ago. We have come to a difficult spot as a country and as a nation when we diminish the value of life. I believe that all life is important. This piece of legislation, based on the ruling in the Truchon decision in Quebec, goes much further than that ruling suggests.

Health  Mr. Speaker, as part of a long-standing agreement between Manitoba and Minnesota, some remote Manitobans in the southeast corner of the province receive their health care in Minnesota. When the Canada-U.S. border was closed to non-essential travel, health care was considered essential.

Criminal Code  Mr. Speaker, in my province we would see road signs saying “Speed kills”. This bill picks up the speed on this thing, and that kills. We need proper restrictions, restraints and controls. In the absence of a review, the bill goes too far. Would the member like to comment a little further on that?

Questions Passed as Orders for Returns  With regard to entry into Canada by individuals who are neither Canadian citizens nor residents, by air since the restrictions on travel into Canada by foreigners went into effect in March 2020: (a) what is the total number of foreigners who have entered Canada since the restrictions went into effect; and (b) what is the breakdown of (a) by (i) month, (ii) passport issuing country, (iii) reason for admittance in Canada (diplomat, essential worker, etc.)?
