Comprehensive Economic and Trade Agreement  Mr. Speaker, I enjoyed listening to the comments from my friend from Churchill—Keewatinook Aski. I am intrigued by her embrace of the exact same phrase Donald Trump uses, describing trade agreements being bad deals for us. Yet there is a lot of evidence that these trade agreements are actually good for Canada.

International Trade committee  Mr. Hildebrand, I'm sure you and your team studied different trade agreements globally. Prior to this agreement, Ukraine signed two other agreements. In June 2014, the Ukraine-European Union agreement was signed, an economic agreement. As well, there are deep and comprehensive Free Trade Area agreements with Georgia, Moldova and Ukraine.

What I believe is that through Bill C-31, we would be strengthening our ties. We have strong cultural ties, but we can strengthen our economic ties and let Ukraine know that we have a mutual bond, that we work together, maybe by helping in training.

International Trade committee  Essentially, the TPP and the ISDS provisions mean that where Canadian laws or policies provide protection for first nations or the environment, they could be challenged. Again, the challenge would be in an ad hoc quasi-judicial tribunal, which is very difficult for first nations to participate in, and the scope of that participation may be limited.
