The Budget  Mr. Speaker, I would first like to inform you that I intend to share my time with my colleague, the member for Parkdale—High Park. It is often said that a picture is worth a thousand words when it comes to illustrating a point. For the people listening to us today, I would say that they are going to find a picture that is worth a thousand words, when it comes to the intentions of the extreme right-wing Conservative Party government, when they read Table 5.4 in the budget.

Forestry Industry  Mr. Speaker, this is a sad day for workers in the forestry industry. Yesterday's budget completely abandons entire communities. As my good friend Guy Chevrette from the Quebec Forest Industry Council said, “this government ... has thrown in the towel and wants market forces to take care of the mess in the forestry industry.”

Forestry Industry  Mr. Speaker, corporations or people? Let us look at some facts. Table 5.4 on page 201 of the budget proves that over the next two years the government will have increased total personal income taxes by 12%, while at the same time slashing those of the most profitable corporations by 14%.

Government Contracts  Mr. Speaker, he is going to be making a lot more than that at the Mint. Value for money: the traditional definition of value for money is “a measurement of quality that compares the resources used to procure services with the benefit obtained from those services”. The minister spent $122,000 of taxpayers' money for a 20 page speech by one of his little buddies, a speech, I might add, that was filled with grammatical errors and a gaffe as big as the Rocky Mountains.

Government Appointments  Mr. Speaker, “There must be an end to patronage, and when we are in power, we will put an end to it”. Who said that? The Prime Minister did, when he was in opposition. The fact is that today's Toronto Star reports that the Minister of Finance has once again given a gift to one of his friends, another party backer who has been rewarded.

Finance  Mr. Speaker, the Vanier Institute of the Family has just published disturbing statistics. Canadian families have record debt levels with an average of $80,000 per family, or 131% of their disposable income. More and more they are paying their bills with credit cards that have usurious interest rates charged with impunity by our banks.

Finance  Mr. Speaker, if the finance minister were listening to Canadians, he would know that families are getting ripped off at the bank, ripped off at the gas pump, ripped off by cellphone companies and ripped off on their cable bills. But the rip-off does not end there. The finance minister is personally ripping off taxpayers.

Côte-des-Neiges District  Mr. Speaker, I would like to congratulate the Association des gens d'affaires de Côte-des-Neiges for a project that promotes tourism in their community, which I am very pleased to represent in the House of Commons. The result of broad community consensus, this project will set up a seasonal information booth in the neighbourhood to promote, on behalf of the residents and local businesses, the important local and international tourist attractions.

Government Contracts  Mr. Speaker, the rules are clear. Contrary to what we were just told, bids are required for contracts over $25,000. The Minister of Finance has very clearly violated the rules. No need for an apology. What he has to do is leave. He is no longer qualified to sit here. Last week, we learned that the Conservatives had spent nearly $1 million for a fence worth a mere $200,000.

Government Contracts  Mr. Speaker, there is no clause as an exception to the rules that we can give $122,000 to our buddies for a 20 page speech and call it value for money. There is no such exception. There is no exception in the rules to pay $1 million of taxpayer money for a $200,000 fence because the RCMP told us to do so.

Government Contracts  Mr. Speaker, there are rules in place. They are clear. They were flouted by a minister. Instead of sending one of his backbenchers to protect him, why does the Prime Minister not have the courage to rise in this House and discipline his minister, who gave $122,000 to one of his buddies for a 20-page speech, a flagrant breach of the rules?

Government Contracts  Mr. Speaker, there is a clear rule at Treasury Board requiring multiple bids above $25,000. The Minister of Finance breached that rule. He gave a contract to one of his buddies for $122,000. It is a fundamental issue of public trust. In the last election the Conservatives, in the wake of Liberal scandal, promised even higher ethical standards.

Prebudget Consultations  Mr. Speaker, if ifs and ands were pots and pans there'd be no work for tinkers' hands. My colleague is talking about a vote that took place in the House before I was a member. I have a lot of skills and experience, but I cannot say what I would have done in such a situation because I was not there.

The biggest problem of course is the fact that with its massive tax giveaway to corporations that made huge profits last year, especially the banking and petroleum sectors, the government has compromised the leeway that could have existed in our economy.

Prebudget Consultations  Mr. Speaker, I would like to let you know that I plan on sharing my time with the member for Halifax. We are seeing the result of the enormous amount of work that was carried out across Canada. Individuals and groups were surveyed on the vision they would like to see in the next budget, and the direction they would like our economy to take in the coming years.
