Budget and Economic Statement Implementation Act, 2007  Mr. Speaker, this debate gives us a golden opportunity to remind Canadians of the disastrous effects the Conservative government's policies are having on the economy. Bill C-28 is barely getting any reaction from the Liberal Party of Canada, but that is nothing new. I must admit that as a new member in this House, it is a wonder to me to see how—and my colleague from Toronto just talked about this—some people who are close to the Liberal Party of Canada have managed to pass themselves off as being concerned about poverty and food banks.

Budget and Economic Statement Implementation Act, 2007  Mr. Speaker, I would like to ask my colleague whether she thinks the Conservative government is being somewhat shortsighted by only using the budget surpluses to pay down the debt. We all know that the manufacturing and forestry sectors have suffered greatly because of the overheating of the oil industry.

Securities  Mr. Speaker, can the Prime Minister understand that the merger of the two stock exchanges is not simply a private business deal? There may be an impact on Montreal's position as an economic capital, and Montreal has already been through enough with a number of separatist governments in the past 30 years.

Securities  Mr. Speaker, the Toronto and Montreal stock exchanges recently decided to merge. Credible people such as Henri-Paul Rousseau are seriously questioning the viability of establishing the commodities and derivatives market in Montreal. The Prime Minister can take concrete action to ensure that Montreal remains a metropolis in Quebec while keeping its financial role in Canada.

Budget Economic Statement Implementation Act, 2007  Mr. Speaker, my colleague just pointed out a glaring example of where the Tories are wrong. Instead of giving a $14 billion tax break to the large oil companies and to the banks, of course we should be taking care of veterans and their families and providing them with a proper allowance.

Budget Economic Statement Implementation Act, 2007  Mr. Speaker, my colleague seems to have difficulty understanding that when we allow the economy to become as unbalanced as it is right now, and we start hollowing out a whole manufacturing sector that has been built since the second world war, we are not doing ourselves any favours.

Budget Economic Statement Implementation Act, 2007  Mr. Speaker, I would like to ask my colleague a question. She was asked by the member for Wellington—Halton Hills if she finds any similarity between the government's position on a sole regulator for securities in Canada, which is something the government talks about here and in Ontario, but it is never mentioned when the government comes to Quebec.

Budget Economic Statement Implementation Act, 2007  Mr. Speaker, the motion that is before us today seeks to provide a simple amendment to Bill C-28. It would remove a clause that the Conservatives intend to use to reduce the corporate tax rate. I have been listening to several of the interventions from some of the Conservative members in the House.

Airbus  Mr. Speaker, yesterday we learned that , once again, former Liberal minister Marc Lalonde has paid $100,000 in bail for Karlheinz Schreiber. Today, in the Halifax Chronicle Herald, there is a fascinating article by Stephen Maher explaining that Mr. Lalonde, a former Liberal minister, failed to register as a lobbyist for Bear Head Industries Limited, Karlheinz Schreiber's company.

Airbus  Mr. Speaker, the Globe and Mail reported this morning that another key Liberal figure has been implicated in the Schreiber-Mulroney Airbus affair. We learned that the Liberals had just as much to hide, which perhaps explains why Mr. Schreiber told us today that he had never been questioned by the RCMP about this matter.

Budget and Economic Statement Implementation Act, 2007  Mr. Speaker, our colleague from the Liberal Party of Canada has provided us with a golden opportunity to briefly recall the September byelection in Outremont. The member just whined that the Liberal Party of Canada was overthrown and that the NDP was to blame. This is very revealing.

I would also like to recognize the outstanding job my friend and colleague, the member for Acadie—Bathurst, has done over the years. He has always taken the lead across Canada on these employment insurance issues.

Budget and Economic Statement Implementation Act, 2007  Mr. Speaker, I can only thank my Conservative colleague for proving my point in shopworn cliches. What a pathetic attempt coming from someone who is a member of the only federal party that does not have youth wing. It scrapped it last year. The other thing that is not true in what he has said is that there has been anything other than balanced budgets, with one exception, and I will deal with that in a second.

Budget and Economic Statement Implementation Act, 2007  Mr. Speaker, I am very pleased but somewhat surprised that a Liberal member of the House would afford me that opportunity. It gives me the occasion to remind people that under the member for LaSalle—Émard, who was prime minister of Canada for a very brief period, the New Democratic Party held the Liberals' feet to the fire.

Budget and Economic Statement Implementation Act, 2007  Mr. Speaker, today we have an opportunity to discuss Bill C-28, which has three important parts: the implementation of last spring's budget, the economic statement issued a few weeks ago, which is commonly referred to as the mini-budget, and the Atlantic accord. For the members of the New Democratic Party, it is also an opportunity to take stock of the differences between the various parties here in the House of Commons.
